Sure, I think the design is great, but on pure power level I don't think it is Top 50 material. Especially if we're thinking of cutting Grim Tutor and the like.
I can see it being strong in 5 color, but it seems too limiting otherwise.
Definitely fun though.

At some point though we need to stop looking at tutors as the best cards out there. If you'll excuse my extreme hyperbole for a minute, imagine a deck with 61 tutors and 38 lands. Sure, you have the best redundancy, but nothing to tutor for. Tutors are only as good as what you're searching for.

Honestly, the fact that Seal puts it on top of the library at sorcery speed doesn't sit eell with me. Outside of hyper competitive T2 win decks I think Demonic is better because it goes straight in hand. Turn 1 Crypt Ring Seal into T2 Dark Fit Doomsday win isn't something that is characteristic of this format. I recognize that for some groups that is fun and I'm fine with that. If I had a Seal in the deck we were talking about via PM I would have absolutely ran it because a competitive tournament is held to different standards (I actually had borrowed a Grim Tutor but chose not to run it due to the cmc).
So again, I'm not saying Seal and Grim are bad. They're not. But in my opinion they rank third and fourth among black tutors. And at that point I feel like the list should also focus on the other things black is good at, such as the other nominated cards.

* Beacon of Unrest (there are multiple better and cheaper reanimation spells out there)
* Grim Tutor (good card, but come on - it's only the 4th best tutor)
* Liliana Vess (I have no idea how this card made the top 25 in the first place - it's pretty bad)

I might change my mind and vote for removing Grave Pact as well, because printing Dictate of Erebos made this card obsolete in most cases.

Grim Tutor is nowhere near to the 4th best tutor. Its like 10th at best. If you are talking mono black I guess possibly assuming you want to rank it over Diabolic Intent which is possible I guess.

Easier mana cost is one thing, but Dictate also has flash, which is a huge upgrade over Grave Pact.
Yes, I was thinking mono black tutors - I should have stressed that. Regarding Diabolic Intent: it's probably more powerful, but also a lot more narrow. Every B/X deck can run Seal/Demonic/Vampiric/Grim, which isn't the case with Intent.

Demonic Tutor > Vampiric Tutor > Imperial Seal > Grim Tutor > Liliana Vess > Increasing Ambition > Beseech the Queen > Diabolic Tutor
Diabolic Intent goes somewhere in there, but it's heavily reliant on the number of creatures you run so I didn't include it. Tainted Pact is also pretty sweet if you're not running any duplicate basic lands, and Demonic Consultation can be good, but also risky.

As far as the poll this week, I'll absolutely support Reanimate. Can't believe it's not there already.
For removing I voted Beacon of Unrest, Liliana Vess, and Overwhelming Forces. There are just much better reanimation options than Beacon, like the aforementioned Reanimate. Liliana is the worst tutor out of the ones on this list and will almost never stick around for another turn, which often makes her a 5 mana Imperial Seal. Overwhelming Forces is significantly worse than Decree of Pain because it only hits one player, and it also doesn't have the cycling mode for additional utility. It's just way too much to pay for a wipe that only hits one person.
Not sure why you think the existence of Dictate means that Grave Pact would need to be removed. Most decks that want this effect would love to have multiples, and I'm not convinced that flash is worth costing one extra mana. Most decks won't have too much trouble with the BBB cost unless they're running a budget manabase or are 3+ colors.
