Personally, blue has a lot of access to card draw so its very rare that I really want my opponents to also be drawing cards. I understand that it has a lot of strategic uses but at the same time when I play blue I dont like handing out cards to other people. I have seen a few of the blue wheels run including windfall but personally I have never really gotten behind running them.

You mean, let's remove Time Spiral and Timetwister from the list as well or what? Because otherwise I don't follow your logic.
That being said, I voted to remove Curse of the Swine (by far the worst card on the list), Swan Song (it's decent, but nothing outstanding - cheap mana cost is amazing, but inability to counter creatures and artifacts sucks badly) and Evacuation (the printing of Cyclonic Rift basically killed that card). I'll also support Copy Artifact.

Nominate Enter the Infinite. EtI is one-card win condition with Beacon of Tomorrows (or even Lab Man) and is playable in any big Ux ramp strategy (and any number of Mizzix's Mastery style combo decks as well). Even though it doesn't win immediately you still get to draw your entire deck aka you get to rip into your Pact of Negation, FoW, Misdirection, Commandeer, etc. and if you have any mana left over then you can hold up Swan Song and Mana Drain too. All you need is one turn and then you (more-or-less) automatically win and since you get to draw (literally) all of your disruption that's incredibly easy. While slower than other 1 card win conditions (like Tooth and Nail) it's significantly more resilient since you always get to draw into 3-4 free disruption spells once you resolve it. This makes it incredibly competitive in my experience since very few cards can literally win the game on their own "from an empty board." You generally need mana rocks to actually cast the thing but unlike most A + B combos this one works with any form of acceleration/recursion (Sins of the Past etc).
I think that it's silly that Omniscience isn't on the list either but EtI has more generic applications since any Blue deck can field it and Beacon of Tomorrows. Both of them are basically auto-win cards and hitting the mana required to cast them isn't all that bad.

It does have an immediate impact on the game. Drawing your entire deck, including all of your free countermagic, is far from trivial. If you Tooth and Nail someone can Swords to Plowshares your Mikaeus (or whatever) your kill will fizzle. With EtI that virtually never occurs because you get every single defensive/disruptive spell in your deck.
I already explained that both cards should be on the list from my point of view but the reason why I voted for EtI is because it's literally a 1-card win condition whereas Omni isn't. You can't just cast Omni and have a deterministic route to victory. Yes, you usually will but that's not the same as thing as always having an "auto win" follow-up.

To be totally honest, I understand that it can be a tempo play but honestly I dont understand the want to give opponents resources in blue when you can otherwise not do that. So, as an example. What if someone is playing fast with mana stones and building into a board state quickly. You then reward them for having done that or you simply cant afford to use your draw effect because it is too strong for someone else. I do wheels in red because I cant really get better card draw but in blue, the only way I really see to justify using these is that you are in the lead for emptying your hand and doing well or that you can go off and win by getting a new random hand.
It is possibly a disruption effect if someone is tutoring or drawing heavily as well but I dont like my draw effects to be so situational based on what my opponents are doing. So, to be blunt, yes I think they are terrible.

I agree that Arcane Denial is a good card because you draw one card to opponents 2. In one turn rotation you draw one card and 3 cards are drawn by opponents so tagging a draw 1 for you 2 for an opponent is still more advantageous than a turn going by. This is a good deal because it accomplishes an effect that is also cost efficient.
If you are taking this into account for how wheels are good though the counter argument is that the opponents draw the same number of cards as you do. While you can try to time it to your advantage, if anyone is land screwed or just sitting on cards they dont want it does not change the fact that this helps them. If someone else is doing better than you and moving faster it also helps them. I dont like these effects because I could instead just help myself instead of worrying about where everyone else is sitting to determine if its worth setting off.
Why wheel when I can Dig through Time and probably spend the same mana and not help anyone else?

I can see the Cyclonic Rift argument but honestly its Cyclonic Rift..... do I need to do anything else to really make it better?
I also think that since moving to Vancuver mulligans that opening hands are not nearly as sculpted and amazing as they once were so the on curve wheel seems more questionable than it used to be. Its going to miss the real early ramp but possibly catch some of the midgame ramp. It seems questionable to me.

You don't play Windfall for Cyclonic Rift, you play it because it's a 3 mana draw 7. It just happens to be a very strong follow up to Cyclonic Rift. I like Dig Through Time and Fact or Fiction too but they are weaker cards than the 3 best blue wheels.
There are decks where they're not as good and possibly these are the types of decks you've tried them in. Something like a control deck where you're trying to sculpt your hand might not want any but I think most decks can find room for some.

I have had very little results with cards like Sculpting Steel. I view it as more or less another Sculpting Steel even if it does cost one less I dont include that sort of effect in most decks.
Extra Turns can go infinite or even just be amazing on their own. They function as ramp, draw, and anything you can net generate per turn is kicked up a level as well. So from that perspective they can hit for the infinite combo players but they are incredibly strong still even for those looking to just cast them once.
