I also prefer ramp spells that I don't mind drawing late, again eg Garruk Wildspeaker or stuff like Deathrite, ramp spells with other useful abilities tacked on.

Normally speaking more competitive players tend to fall more into the first one which is that the speed gain more than offsets for them. Casual or average players tend to play longer games in which often you need the second one to be true more frequently to justify these tactics. Cultivate and Kodama's Reach are ramp and card advantage which play better into a long drawn out game of attrition. Because most competitive games do not go to attrition based tactics and tend to end sooner these effects are not considered very good to them.
I can understand both sides of the argument. I personally think its better to hold this list to the standpoint of beginner to average player experience rather than try to tune the list to a high competitive meta. Either way though, its supposed to be the community who decides what is on this list so whatever we vote on it being is what it is.

I think it's the other way around, for two reasons:
1) Beginner to average players have this thread, which is way more useful for them.
2) This Top 50 contains cards that are absurdly expensive (Timetwister, Bazaar of Baghdad, Mishra's Workshop, Imperial Seal etc.) as well as cards that are the polar opposite of what an average player considers fun (Winter Orb, Blood Moon, Contamination, Ruination, Armageddon, Moat etc.). I've said it in this thread before, but I'll repeat: if a new player that just heard about this casual format and wants to have some fun would read this list, he'd run away screaming, never to be seen again.

I think the way that people are voting reflects what Commander is: a casual, not competitive, format. Competitive commander is certainly a legit way to play but it is not the way the format is intended to be played, and it is not the way the majority play Commander.
That is why a card like Cultivate can have high value in Commander. In a more casual metagame, games tend to go longer, with a high likelihood over time of wraths/board resets being played. As LD is frowned upon by many playgroups, casting a Cultivate is a good way to ramp while ensuring your manabase is "safe." Obviously a card like Cultivate loses value in a competitive meta where LD is played and games end very quickly.
I'm sure many/most of you have read it, but the updated Commander Philosophy document recently posted by Sheldon Menery is a great overview of the vision of what Commander is intended to be.
To be clear, to echo what Sheldon writes, there is no "right" or "wrong" way to play Commander. However I think it makes sense to vote for cards based on their value based in a "typical" meta, which would tend to be more casual and less competitive.

How many decks would run Tasigur not as the general, but as one of the 99? For a creature to be one of the best, it has to be extremely playable as one of the 99, not just a good general.
I run Vexing Shusher in three R/G decks and in Riku, where I want to run as few things as possible that one wouldn't want to copy (and thus only a couple of counterspells). Sometimes it doesn't accomplish much, but when it does, it can be amazing. Of late, one of the players has been running a "counter everything" Wydwen deck, and Shusher has been excellent against that if I'm playing something like Ruric Thar or Riku. I'm not sure if it belongs on the list, though.
Right, I'm pretty sure Tasigur is extremely playable as one of the 99. We all know how strong Tasigur is as a general, and you aren't obligated to play him as a general. He's still just as strong cast normally.

Well I haven't got a response to my question yet, does Tasigur count as a gold creature or black for these purposes? My guess is gold seeing this is a commander poll.
Yes given its color identity it would be considered a multicolored card.
