Just a reminder to everyone here, the thread is community driven. If you want to see changes, you need to convince the community at large as to why your proposed changes are best for the list, and get them to vote with you, and support your nominations. That said, please do so in a polite manner. A lot of these recent posts have been fairly aggressive. EDH is such a varied format that we're all not going to see the format and what the best cards are for it the same way.

So, I believe that we as a community need to change the design for the top 50 list to cater towards casual players rather than looking at the entire broad scheme of cards. As of right now, I am entirely confident the greater part of our community cannot afford the expensive cards on the list, and many of them lean towards the competitive aspect. Of course, we don't wanna to see the list entirely budget-driven, but I think there's certainly a line that falls under "goes without saying," especially redundant cards like Timetiwster or Mana Drain that are just better than the attainable versions of the card. This of course, is a discussion that needs to happen at the same time or even before. I don't mean to propose we decide everything based on price, or even stop a 40$ or 50$ card from making the list. Tawnos's Coffin is a great example. It does have a 40$~ price tag (that shot up from 25$~ once tuck was cut), but it offers something unique you can't really do any more and would make from a great discussion/debate piece.
I think this would result in a lot more players coming here to vote for cards. They can participate in more discussions and probably have some kind of exposure to almost the entire list. They can actually go out and take action after reading the list rather than feel upset they have no hope in actually reaching the best cards. Now I know it can be said "not all deck needs them" or "you can play around it" but keep in mind this is a pretty respected website. Some people come to look at the forums even if they don't have an account. People may take it as rule of thumb, and I think that kind of dampers the format.
Leave it for reddit to discuss the best of the best and the focus on the high end games that end t2-t4. We should be focused on cards that're powerful and thought out for many levels of play. I think it requires a more in depth line of thought and dedicated experience to be able to make a list like this as well. I know at this stage crafting my competetive deck isn't the most challenging, it's trying to make a deck that scales in power with the meta.

Also, I agree that it would be nice for the list to cater towards people with finite budgets. If you're invested enough in the game to own something of the tier of Mana Drain, you don't need to crack open a forum thread to tell you 24 other good blue non-creatures, I believe. That's a few spots opened up for things somebody just getting acquainted with the colour will find more useful. However, this opens up a new can of worms as now a budget threshold needs to be defined. Is Linvala's ~$50 still budget enough to merit a space here? How about Avacyn's ~$25?
Adjustments to the list!

For example, breaking down into Rarity gives the list more validity and robustness. People are able to identify with said cards (especially commons and uncommons) because obviously, more people are gonna own them and have gaming experience with them.
If I'm a new player I tend to wanna see flashy cards, like those rares and mythics. But that does not mean a new player will want to look at the C&Us; it's just a passing tendency.
However, if I'm not a novice anymore and have some EDH experience (through observation and first hand play), I do wanna look at those niche cards, underplayed C&Us, that I may not have the time to research or seen before.
We don't need to advertise Rares and Mythics anymore than they should; people talk enough about them to have interest generated normally.
What I suggest is a nomination of
2-3 Commons
2-3 Uncommons
of the color selected/chosen by the Mod.
If you wanna spice it up, make it a trending topic. What's the trending Blue Commons and/or Uncommons of 2016?
Most importantly, this method reflects a "TOP" list more accurately.

It's also nice to see that Jace, Vryn's Prodigy didn't make it onto the list. A top 5 Blue EDH creature and it casually doesn't pass muster. Apparently it's strictly worse than unplayable nonsense such as Thassa, God of the Sea, Sower of Temptation, Mulldrifter and Ixidron. Does anyone here have Thassa above JVP? Even a single individual?

Nominate Expropriate. It's the set after Conspiracy 2 by now, and that thing is just dumb as all hell and back. Ranging from a Blatant Thievery with a Time Walk stapled on to mega Time Stretch with everything in between, this thing creates such an insurmountable advantage that it's one of the most ridiculous "I win" cards every printed. I'm yet to lose after resolving this. A fun little bonus is the card is worded in such a way that you can forego your Time Walk to steal back something of yours that was taken from you as well.
We had a ton of cards tied for third, so the top six spots all make or stay on the list.

Capsize is a top blue card? In MY 2016??
Without infinite mana or seedborn muse in play the card just sucks
