I took a break from magic about 4 years ago, and am just getting back into it. Since I stopped playing EDH, there now seem to be different banlists, new commander only cards, etc. So, could someone give me an explanation of what the banlists are, what cards are on them, and who tends to play with each banlist? Thanks!
Official ban list, deck-building criteria, and what-not is there. Here is their forum page with the list, as well their philosophy as to why those cards are banned.
Duel Commander has it's own website for it, but I think its the same as french rules.
HOWEVER, Do keep in mind that Commander or EDH is a CASUAL format. The banlist is up to your playgroups disgression, though I would recommend using the official list as a starting zone. I've seen groups add errata on certain cards that were fun such as "Primeval Titan in EDH can only fetch basic lands". Even if this were the case, Prime-Time would still be ran as a great way to ramp, no doubt.
Some cards, such as BioRhythm, and of course the Power9 need to be banned.
Once you find a playgroup, just make sure to ask the about what banlist they use, every one is different. Some even use the 1v1 list for multiplayer with a few changes, simply because the 1v1 list forces the game to slow down a bit as a lot of the acceleration is taken out or cards like Hermit Druid are banned to prevent degenerate combos.

Calling it a Social format lets them ban things arbitrarily. That way they don't have to take a stance on whether EDH should be casual or competitive. It's really in between, but no one wants to admit that.

If combo should die before I wake I'll slide a Smokestack in every deck I play, roll in every shop wreck the Spirit of EDH.
There may be groups that are not casual, and they can socially decide to up the level of their game play, in order to create an environment that suites them.
Essentially, a Social format means that you will need to adapt yourself to those you play with and play around. The goal is for everyone to enjoy themselves, not that every deck needs to be underpowered.

As a member of a playgroup that plays competitive EDH where everyone has broken decks and still has fun, I would just like to reemphasize bobthefunny's comment.
Also of note is that the EDH "banlist" is actually a suggested-not-to-be-played list:
