Not necessarily looking for the quickest general to come into play and start chipping away. I'm looking for a general that can hit the board and deal 21 damage ASAP.
The benchmark for both questions is this.
*Averaging a 2 turn kill.
*3 turn is just acceptable.
*1 turn kill...who does this?
Two criteria.
1) What generals can in their own right deal this amount of combat damage?
2) What generals can with a realistic two card combo (for the sake of consistency) from enchantment, equipment etc... deal 21 general damage
I've used plenty of decks with the general as the focal point just never combat damage focused.
You can build a pretty quick Rafiq of the Many deck. He does draw hate, but turn 1 dork will get him out turn 3 and swinging with some low costing enchantments turn 4. Also, Sovereigns of Lost Alara with Rafiq out ends games if it fetchs Eldrazi Conscription. Run ramp and excel and it should be pretty damn quick.

Any of them with 7 or higher power, plus Gisela and Rafiq (and a couple others conditionally, like Vorosh or Multani). Karrthus and Maelstrom Wanderer both have haste, which shaves a turn off their clock without resorting to greaves/etc.

Does Eldrazi Conscription count? Because... realistically only Azami and Skeleton Ship are not a 2-hit KO when enchanted with Conscription.
White and blue can both cheat Conscription into play with a few different cards. Green can ramp into the 8 mana (and can cheat, too). Red has some big rituals, and black has rituals plus Coffers.
Scion of the urdragon can one hit kill through (flying) blockers with Moltensteel dragon and dragon tyrrant in deck (activate urdragon twice, first find moltensteel and activate it 5 times (or if you need to hammer through blockers abit more) and then fetch dragon tyrrant)... People generally calls that 1 card combo...

Progenitus backed with Rafiq of the Many is a one-shot. I have seen a deck in which all cards were either ramping to get Progenitus out, a few Haste-granting Enchantments (Lightning Greaves and such don't work on Progenitus after all), and tutors & recursion to nab Rafiq and keep him in play. Since it's 5 colour, you can make sure you run all the best cards. Given that Progenitus can't be chump-blocked or dealt with by spot removal/Maze of Ith, it's pretty amazing.

Exalted triggers are until EOT, and both Rafiq and Finest Hour will trigger again during the second combat phase. So 3+1+1+DS = 10 for the first. 5+1+1+DS=14 for the second. And 24 total.
Rafiq starts as 3/3 and swings, two exalted triggers and doublestrike makes for 10 damage. Finest hour brings a second combat phase, two more exalted triggers make Rafiq 7/7 and swings for another 14 to get 24 total.
Not sure how much combo you'd want to use but both Ghave, Guru of Spores and Ulasht, the Hate Seed can be built to lethal power of commander (or any) damage easily using such methods, and still be very aggression-oriented lists.
I used to have an Adamaro, First to Desire list that was entirely all in on Adamaro. Using Moxes and rituals the deck got Adamaro out turn 2 70% of the time and turn 1 20% of the time. The remaining 10% was the times he had haste. The most amazing opening I ever had with the deck, and I don't remember the exact combination of cards that did it, but it was him with Assault Strobe targetting him and under Greaves for 14 general damage before my opponent had even played a land.
Still have an Adamaro deck but catching a Path to Exile after having speant 4+ cards to get him out early gave my opponents all the time in the world so it's much different now.
A second card that makes rafiq one shot is might of oaks.
I also second thromok. Even if he cant swing, he can devour 7 tokens (or less depending) and one shot people with warstorm surge or soul's fire.
A general I think that is worth mentioning outside of one shotting right away is uril. He usually swings twice, but he is so hard to remove it doesn't even matter.

Thromok, the Insatiable - Devour at least five dudes and he's lethal.
The Mimeoplasm - There are a lot of combinations that he can be that result in a huge body, especially when Lord of Extinction is involved.
Bruna, the Light of Alabaster - Combine with Intuition or Three Dreams and you can grab Battle Mastery + Eldrazi Conscription which she cheats into play for a huge unstoppable swing.

I'll second Animar. Turn 3 or 4 kills via general damage can be achieved consistently with a well tuned deck.
