I'd like to respectfully disagree that transmutes are too slow for edh and this is coming from a seasoned combo player.
I find them all very helpful in pure speed, pure combo Mikaeus. They can almost always find a combo piece on their own, and if you need to get a universal tutor, at worst that puts you a turn behind, which is still faster than most decks can deal with consistently, and certainly better than the alternative of not playing them.
Their normal modes can also be useful in a pinch. Dimir House Guard is particularly versatile.

I sort of agree, with the exception of transmuting [CARD]Shred Memory
[/CARD] into Demonic Tutor. It may not be optimal, but it get's you what you need in a pinch.
I have a few tutors for my EDH deck so far, but i need more, i have Diabolic and Demonic Tutor, i want many more that are budget, so no imperial seals or anything like that, also i'm not sure what the best black control general is, i like having a lot of control but not being hated out or targeted. If anyone has any suggestions please help.
My personal point of view is that is EDH is technically a casual format, You don't need an insane amount of tutors unless you're looking specifically for cards that you need to make the deck run-such as the 6 or so solutions to playing Phage from Command Zone.
EDH, on the other hand, is more like a monster truck rally. It's more about the spectacle than the race, the games go long, and it's not usually clear who's in the lead until there's only one truck left.*
Single player EDH is like two guys smacking each other with pillows... until one of them pulls out a shotgun.

I disagree with this as well. I've won many a game xmuting a Shred Memory for a Demonic Tutor to find something important.

The key to maximizing the value of transmute cards is running a diverse package of targets. In mono black I really like Shred Memory and Dimir House Guard. Shred Memory is strong enough on it's own and can grab things like Go for the Throat, Doom Blade, Bitterblossom, Chains of Mephistopheles, Exsanguinate, Profane Command and Black Sun's Zenith. Dimir House Guard is weaker in general (Unless you need an infinite sac outlet), but it has the advantage of curving into whatever you tutor for. Good targets include Damnation, Mutilate, Nevinyrral's Disk, Sever the Bloodline, The Abyss, Braids, Cabal Minion and Smokestack.

Agreed. It's not ideal, but Trasmute for Demonic Tutor has been huge for me many times.
