Uril and skittles are both very narrow and easy to stop. Id say it would be zur, clique, azami, erayo, and possibly dagson, with honorable mentions to sharuum and thraximunadar wort and possibly wydwin...if we are talking 1v1. FFA is another matter entirely and it would be very difficult to come up with a top 5 list but id put forth sharuum, azami since they are arguably the best combo decks in the format and then itd be a close call with things like sissay, kresh, omnath drana, skittles and several others fighting for the remaining spots.
Um... I really think that Numot, the Devastator is soooooo amazing in 1v1 if you can get him to stay for at least one attack. He's surprisingly awesome in my opinion.
I like Scion of the Ur-Dragon in my EDH deck. I get him out regularly around turn 7, copy him into Hellkite Overlord, swing for a ton of general damage right off the bat. I also use Karrthus, Tyrant of Jund and Volcanic Dragon for their haste abilities.
The all-stars of my deck are Dragon Tyrant, Nicol Bolas and Wheel of Sun and Moon. The really neat thing is that I can screw up a lot of decks with the legends rule by playing their general who is in my deck anyway.
I'm also thinking of building a deck around Azusa, Lost But Seeking.
Emmara is like the worst parts of Legends and Homelands got pregnant, aborted the fetus, tossed it in the trashcan, set it on fire and wrapped the corpse in a Dragon's Maze pack wrapper.
I'm confused at this. Azami is easily seen as one of the most powerful generals. I just don't see how people 'don't give her credit.'

Depending on 1v1 or MP--but yeah pretty much. Azami can hold her own in either without much modification. And the others can still give a couple players a run for their money. Damn U shenanigans. G'doh!

After the obviously broken and therefore banned Rofellos and Braids (black version). My top 5 generals on power level would be.
1. Zur- Repeatable tutoring without requiring extra payment, in WUB(just about the strongest color combination), fetches enchantments(insanely strong) has some resiliance thanks to being black with 4 toughness and after a single use can fetch Diplomatic Immunity to make it hard to kill.
2. Erayo- Cheap and easy multi play lockdown potential, in blue(the best mono color).
3. Arcum- Repeatable tutoring, in blue and fetches artifacts(massive combo potential).
4. Jhoira- Sets up insane plays with a short delay, if it comes out with 2 or more mana open it can suspend and then die without caring, UR gives access to time stretch, obliterate and the colorless emrakul.
5. Azami- insane card draw, in blue, works with wizards(very strong blue tribe).
However I don't like playing that type of hard core evil general so my recommendation for strong but not broken is-
Captain Sisay- fantastic repeatable tutoring like zur/arcum but the WG color combination and legendary permanent only makes for much less broken targets. Also unlike Zur/Arcum where the entire deck only truly functions with the general in play, sisay runs a lot of big fat fun legendary creatures which you can play and beat down with even if the sisay tutoring doesn't work out(because it's killed or otherwise neutered).

oh, i don't know. i usually have a semi-decent position of cheap defensive creatures, so people don't get any smart ideas.
clique's obviously an all-star in 1v1, but i don't see it being so great for multiplayer. it's an ok beater, but there are better beaters - wydwen, the biting gale is probably better for a voltron since she protects herself. and generals like uril, the miststalker are a lot faster. As far as the discard, you only get to target one person, and it only replaces it with something else. so yeah, i mean, it's ok, it's efficient, but considering mono-U is likely to get immediately targeted, it doesn't really have the ability to handle the whole field at once, like, say, arcum or erayo.
right now, I think rafiq of the many would be the best, maybe because I built my deck around him. with fellow legendary, tolsimir wolfblood, my team benefits when I equip him with konda's banner while he is protected by knight exemplar. crusade and celestial crusader help buff my white creatures too. this makes way for power houses like baneslayer angel and konda, lord of eiganjo for a little over the top damage.

1. Sharuum, The Hegemon: Chick is versatile. Recur wrath effects and combo out? sweet.
2. Wort, The Raid Mother: blowing up lands and painting a target on your head has never been this easy!
3. Azami, Lady of Scrolls: Stronger than people give her credit for, I've yet to find a "perfect" build though.
4. Vendillion Clique: The strongest 1v1 general, period.
5. Savra: Experimenting with this one. Very powerful in multiplayer, not so much in 1v1.

Voltron Zur I think is just stupid, because A) Everyone hates you B) It makes games really 1 sided.
