I have 12. I only build a new one if it doesn't play like any of my others, so I've been hovering around 12 for a while.
Sedris - "All-In" Reanimator (pitch hand early, Living Death, no backup plan!)
Karador - Attrition Reanimator (no huge fatties, just amazing resource management)
Bladewing The Risen - Dragons! Rawr! (Goofy deck; only creatures are Dragons [and none of that changeling BS], and wrath effects that won't hit my dragons. Oh, and mana.)
Sliver Overlord - Slivers. Aggro!
Cromat - Five-Color Legends, baby! Just a hilarious deck with fun gold cards.
Karona, False God - Unleash Karona onto the board, force her to attack, keep her alive and keep her from attacking me. Goal is to win with general damage, but having other people swing with her.
Stonebrow - R/G Beats, baby. Just big dudes, turnin' sideways.
Hazezon Tamar - Tokens! So... many... tokens...
Treva, the Renewer - Enchantment Control, with Angels... just because.
Oona - Mono-blue beats! Big blue monsters, lots of bounce/counters. I like having a mono-blue deck with a blue/black general, because it lets me "cheat" and run things like Sygg, River Cutthroat and Memory Plunder.
Mageta the Lion - Artifact-Heavy voltron deck using Mageta to wrath-control the board.
Sen Triplets - my most cutthroat deck, full-on combo/control.
Each of these decks plays very differently, and I find that the thing that stops me from building more is that I'll start to build one and say, "You know, this is going to end up a lot like my Treva deck, so meh." I've got a lot of archtypes covered. Really, the only thing I might do is an enchantment-voltron deck (I already have an equipment-based one), but I'm not sure which general to use.
I try to keep it to five at any given time. Only two of them (Jhoira, Riku) are permanent decks, the others are either new, or frequently dissembled and re-made as other decks. I tend to stick with a theme, and build around that, so my decks are always vastly different from each other. If they weren't I'd probably get bored.
Angus Mackenzie is still a work in progress, and was Zedruu until very recently.

It's not hard to treat your decks like kids, you gotta keep the clothed, you need to play with them, and put them in a nice place to sleep at night!

I'm at 3. It is well worth doing because it allows for the game to not become stale. I hate having to play the same deck repeatedly, and have built multiple decks in every game I have played. I'm working on 2 more decks as well.
I have 16 decks in real life now, and 3 I play on MTGO regularly. They're all fairly different from one another, which is great. Also, they range in power, so I can play some in highly competitive metas and others in casual metas. I'm lucky enough to have some disposable income, so I can get cards I need for decks, though I do end up proxying my mana bases and other expensive cards, rather than swap them between decks (or buy more of these expensive cards).
For me, it's worth it, but I'm really nearing the limits of reasonableness. I'm just really addicted to building decks, and unlike my many 60 card decks, I haven't gotten sick of any of these yet.
I'm at 12 and they're all pretty different. Some are rude, some are soft. The top end of the scale doesn't get a lot of play as I don't want to force them on most tables. The softer ones are still designed well enough that they'll scale up to a medium table if not a harsh one. The bulk of them are in the 'medium' category, which is pretty safe to play whenever so they show up a lot more. I do try to give them all some attention but if I just never feel like it's a good time to play a certain deck that means it's probably time to retire it. I've had a little over 30 different generals since I started playing EDH, so shelf life for these is pretty long.

I've wondered about that, but I think it just comes down to what people play the game for. I love to build decks and to have different experiences, so multiple decks are fine for me. We have 2 guys in my playgroup that have 1 or 2 decks (respectively). That's all they need, and they're happy about it. No problem for me, since it makes certain hate cards easy to consider in all of my decks.
Currently I've got 4 constructed EDH decks, generals being Omnath, Azami, Vish Kal and Animar. Azami has a proxied Extraplanar Lens as I only have one and it's in my Omnath deck, but otherwise they're complete decks. I've also got decklists that I keep with my cards for Karador, Ghave, Rafiq and Sharuum that I can throw together at a moment's notice, but I can only do so by cannibalizing my already completed decks. I keep the decks that I have together because there's very little overlap between them.
The issue of running multiple decks comes when you want to run several multicolored decks with color overlap. For example, if I wanted to run Rafiq, Sharuum, Riku and Damia, Rafiq shares WU with Sharuum, Sharuum shares WU with Rafiq and UB with Damia, Damia shares UB with Sharuum and UG with Riku. If you're the kind of person that has a fundamental need to run optimal mana bases with original dual lands, shocks and fetches, then things are going to get very expensive in a hurry.

As much as I'm very much not that person, I can kind of understand this. There's a few people at my shop with only one deck. It is a deck that fits their style and tempo and it is fun for them. They don't have an interest in playing a deck of a different style and see no point in having another deck that plays similarly.
Personally, I'm a Johnny combo player at heart but I like playing all the differing aspects of the game. I like various flavors of combo, and various flavors of control. I like having a couple decks that are absurdly aggressive and don't give people time to develop their board at all. I like playing the different psychological games and attacking the game from different angles.
Hmmm ... let's see, there's Kaervek, Kazuul, Khemba and Vorosh which have pretty much settled into what they will be, barring occasional updates.
There is Horde of Notions, Wrexial and Zedruu which I need to make the call on the final 5-10 cards that I'll be happy with. They are close enough that I can simply pull out a few extra ( at this point ) cards and play with them so I will say I have six decks currently.
Most of my play is with my immediate family so it's not as important to have the most powerful deck as it is to have them relatively evenly matched. Having good strong themes and optimal concepts is important though. To that end Kaervek has moved from R/B good stuff to more of a griefer deck, Khemba is non-tribal passive/aggressive control, and Vorosh is a proliferate deck, well, because it and Kazuul are just fun.
And then there are Thromok and Vela - each of which at this point are each a big stack of cards waiting for me to take an evening digging through boxes to put together something workable. They will be finished before a few others like Ghave, Glissa and Reaper King that I pick up cards for from time to time.
I am in agreement with those who have said that as long as they don't overlap significantly there is no problem.
I currently have nine built, thinking about building at least one more. I only feel constricted when I try to build decks that share colors (i.e, UBR and UR, since I only have one Steam Vents and one Volcanic Island and I hate taking from one complete deck to put in another complete deck.) I roll a die to determine which deck to play, since some decks tend to take the back burner.
As long as you can have fun with whatever deck you build, you shouldn't have any issues. Theme decks help with card choices, too. You could have a mono-green goodstuff deck and a mono-green elf deck, for instance. Or, better yet, mono-black goodstuff and mono-black Relentless Rats.

What i do is build what tickles my fancy, record it and put it together. Since i don't own all the cards for all the decks, i refer to my list and build said deck before playing (all my cards have the same sleeves and are in proper order in my boxes). It takes me about 7 minutes, and i'm ready to go. So i have 6 decks i play alot (with different power levels), and between 2 and 4 decks i am trying out. Also i never play with proxies, i'm not against them, but i like my old, daughter altered cards....
Really, the only thing I might do is an enchantment-voltron deck (I already have an equipment-based one), but I'm not sure which general to use.
I recommend Sigarda :D. Her + Rancor. That is all.

For me, it's not exactly deliberate. Any deck I like enough to keep together or to start getting cards for is gonna stay together for a while. But, I just like some decks more than others. Drana was my first deck, and while Olivia is some of the same stuff, I already have vampires. She is part Red though, so...there's also the whole money aspect as well.

I currently have 15 complete edh decks. My playgroup is casual so my decks are not optimally tuned, they just have good cards and cards I like to play with.
I like having the variety, a deck for each color and colorless along with a couple three colored decks. Having multiple decks is great when you meet someone who doesn't have a commander deck or didn't bring theirs along that day. Also it makes it possible to have decks of varying quality for playing with newer players that aren't ready for the more competitive builds.
In my meta, everyone has about 1-3 decks, I'm the only one who has big a badonkadonk box to carry around.
Right now, I'm at 9 complete, 3 under construction. Starts to strain my resources quite a bit, as the decks are squabbling over mana artifacts, nonbasic lands and the stuff I actually would need for Legacy, but always ends up in the EDHs.
Power level and purpose of the decks varies a lot, from the casual 'what exactly was my winning condition?' Karona deck to the mercilessly combo-killing Arcum. What connects all the decks is my love for nonpermanents and interacting cards.
