So recently I had to liquidate my physical collection of cards. It was sad to see my near mint imperial seal and grim tutor along with my foiled out Skithiryx list go but I haven't played much in real life lately so it's no big loss. EDH players over here tend to either fall into the extremely casual group (most of the non-Japanese scene) or the vintage with a general group. I remember one time at Saito's store he said something along the lines of "EDH? Isn't it boring? You can just combo on turn two!"
I've been thinking getting back into the casual scene with a deck very similar to the 99 Mountain-Ashling deck idea that was actually born over here in one of my playgroups. Instead of going with mountains though, I was thinking of going with Swamps. The question is though which general to play. Korlash would be fun, but would leave me with only a big fat beater. Drana too is interesting, allowing me to make use of my massive amounts of mana and give me access to removal as well.
Geth, however, is most likely the best option. He allows me to ransack my opponents toys and gives me access to a whole lot of cards other mono-black generals wouldn't. The idea of Geth is interesting because the decks strength would be directly proportional to the other decks at the table.
I don't speak from experience but 99-land edh sounds like a really boring gimmick. If I were you I would just pick a general you like and ask for help in the budget section to make it work. Even if your budget is 0 dollars you could probably get some people to give you really basic commons you can use for EDH like Doom Blade, Rise from the Grave, etc.
That said, if you're dead-set on a 99-land deck Korlash certainly seems like the best option but Ob Nixilis, the Fallen is another good choice. Horobi, Death's Wail also might be worth considering because he can't get tucked. edit: he can get tucked but not by spells that target.
The point was the challenge of playing a 99 land deck, not how to make a budget deck to replace my real life collection.
I think Geth is the way to go. Korlash can be blocked by anything and nothing will happen. Drana is controlling, a possibility. Geth offers the spice of 'What's gotten dead?' and will rarely play the same way twice, so it gets my vote.

I have 15 EDH decks...sorta kills the 'I only need one of a card' aspect of the format.
I went and started a Commander/EDH blog! Come see it at http://wordofcommander.blogspot.com/ and it includes all 15 of my custom super-art generals!
If you're more into the finance section of the game, I write on Fridays for MTGPrice.com.

I agree with the above poster. I don't know how much "challenge" there can be in playing 1 creature and 99 swamps. There's not a lot of room for play error or anything :p.
That said, if I were going to do it, I'd probably use Chainer, Dementia Master for shenanigans or Draina, Kalastria Bloodchief for pseudo-voltron/control. I just can't see it being any fun to sit there and go, "Swamp. Go...", "Swamp. Go...", "Swamp. Go...", "Swamp. Go...", "Swamp. Go...", "Chainer, Dementia Master, Go...", "Oh, you Chaos Warp him?" *sigh* "Swamp. Go...", "Swamp. Go..." etc.
I'm not sure I understand the point of this thread. If you sold your physical collection to the point where you basically can't realistically play the game in a normal sense, it doesn't matter what legendary you choose. Sucks that you had to sell your $800 card + pimp deck? -Shrug-. Just because you're not playing with a $800 card + bling deck doesn't mean you can't have a good time spending 10x less than that in a non-sanctioned format anyway. You may just have to do what normal people do when money is tight and go dumpster dive .50cent rare bins. Restrictions often breed creative problem solving.
There are players in my meta that do unique and interesting things with cards most people find pretty bad. A good politics game is worth its weight in Imperial Seals.
Kagemaro, First to Suffer seems like the best choice. Constantly a 7/7 with a board wipe ability. Can sac to avoid tuck........ seems powerful overall.
The 99-Mountain-deck (and, by consequence, the 99-basic-deck) are the silliest things I've ever seen. If (and that's a big if) you would try something like that, why not at least add Caged Sun, Extraplanar Lens, Gauntlet of Power and cards that take advantage of your enormous amount of basics (Jaws of Stone, Corrupt). There, and the deck still contains 95 basics. Put back some cheap card-advantage options, some removal and some mana-generators and you've got yourself a cheap deck. If you really want to, you can always keep in 60-70 basics.
Definitely agree on the silliness factor here...
As mentioned above, Ob Nixilis, the Fallen is THE general for this idea, but having nothing but swamps will just never work, you need to have at least a few spells to help you along the way, what about a 78/21 split like this (mostly mono-B staples):
I think I'd like Geth the best for a true 99 swamp brew or the 70 swamp + a bit of sweet stuff I'd actually recommend. Super linear decks are rather boring IMO and sometimes you just NEED an Ob Stone, Disk, etc..

the 70 land idea is intriguing, but if your group puts together a set of such decks, Geth gets worse while Drana gets better.

Infact, I'm going to play 5 mono color 99 land decks! I'll be away for a month or so while I conduct my list building.
All in all I think there is no "challenge" to 99 land decks. They're boring and dumb dumb butt, and you add basically nothing to your play group. If you barely play irl and you still want a deck, play something between budget and hardcore, and then use MTGO for your main source.

as boring as your deck will be to pilot, will be as boring as your deck will be to play against.
expect to either get steamrolled before you do anything, or not find games to play. there were a few guy who tried this kind of thing when i was going to college, and their turns were basically a waste. they didn't add anything to the game at all, and they would either lose interest within a day or two, or we'd do something else instead of playing them.

1 Ob Nixilis, the Fallen
Swamps-Matter Creatures (2)
1 Korlash, Heir to Blackblade
1 Nightmare
Mana Sink Creatures (3)
1 Drana, Kalastria Bloodchief
1 Geth, Lord of the Vault
1 Maga, Traitor to Mortals
Spells (8)
1 Black Sun's Zenith
1 Consume Spirit
1 Corrupt
1 Exsanguinate
1 Mind Sludge
1 Mutilate
1 Nightmare Incursion
1 Tendrils of Corruption
1 Exquisite Blood
1 Sanguine Bond
Equipment (2)
1 Lashwrithe
1 Nightmare Lash
Artifacts (4)
1 Caged Sun
1 Expedition Map
1 Extraplanar Lens
1 Gauntlet of Power
Lands (78)
74 Swamp
1 Cabal Coffers
1 Deserted Temple
1 High Market
1 Urborg, Tomb of Yaawgmoth
It still doesn't really look like it would work, but it might be a starting point - maybe just take out more swamps for other cards as you go along?
WUBR Breya, Thopter Sculptor
WBR Kaalia, Harbinger of the Apocalypse
WBR Edgar Markov, Bloodline Progenitor
BGW Karador, Reanimator King
GWU Jenara, Asuran Enchantress
URG Riku, Omniscient Wizard
UBG Tasigur, Mind Grinder
UB Grimgrin, Combo-Stitched
GW Rhys, Gilt-Leaf Warrior
B Drana, Defiant Bloodchief
U Baral, Lord of Counterspells
G Azusa, Seeking the Horizon
W Kemba, Kha of the White Sun
C Ulamog, the Mana Glutton
Definately need Terrain Generator with that many lands in your hand.
Also, with that much land down Helldozer gives you the edge.
Exsanguinate is also a must.
A couple of tutors to obtain your win-con....which is?
Perhaps Sanguine Bond + Exquisite Blood = GG ??
