Yeah that is a good question. Uncomfortable sounds about right. I would sit there and stare at the guy for a minute, pondering the secrets of the universe, before ultimately giving a "meh let's just play for now..."
I'd probably just ask him to take a card out to make it 100. Seems the easiest solution, if he refuses then he's not the type of person who I would want to play a game with anyway.
I have better things to do than sit and count cards from multiple 100 card decks every time I sit down to play EDH. If someone wants to include a few extra cards, who cares? I do double check my own deck just to make sure I haven't lost any cards at the end of the day though.
Ironically, by having additional cards in his deck, he's actually lowering the probability of drawing any one specific card; thus his deck is worse off than if he had 100 cards.
I would enforce 100 cards if a player came to the table with less than 100 has he is increasing the probability of executing his wincons.
If he wants to play with a worse deck in a casual game, why not let him?
On that note, I said casual game. If it's an 'official casual game' as opposed to a 'casual casual game' (is there a difference? ) then he should probably just make his deck 100 cards.
If his entire meta uses 101 cards, so what? They can. My meta doesn't use general damage. I guess officially that means we're not technically playing EDH, but I say 'meh' to that. It's a casual game. If I went to the LGS and pulled out a deck, I most certainly would expect to be playing with general damage. It is in the rules after all.

this is kind of been my mindset, but unfortunately, Jivanmukta and others are absolutely correct on that it is a form of cheating, and it's something i cannot argue, and this is exactly why i posted this thread. i'll probably just cut a land or something everytime i play with people outside my playgroup

It's funny how it's so hard to cut any one card besides a land when you are at 101. The same would probably be said if the limit was 150 too.
It's hard to cut cards, that is why there is a 100 card limit. Otherwise we could just build decks with every answer and a million tutors. The difficulty in cutting down the deck is because people try and make good decks with good cards, having 101 good cards is better than 100 hence why it is cheating.

I don't agree with this. Simple math says the less cards in the deck the better your chances are to find your combo pieces. You can run less cards and the same amount of tutors and be that much more consistent. Going over 100 cards is detrimental to performance; but may have a positive impact on fun.

It only hurts performance if you're playing competitively. If you're not then you have more answers than your opponent, an unfair advantage in a 'casual' game.
In addition, debating this is silly. The rules say 100 cards, not following that is not playing the game properly. There's really no discussion here.

It hurts performance regardless of how you're playing. Cramming a bunch of redundant answers in your deck does not increase its power, it bogs it down with a bunch of subpar answers instead of being streamlined with just the best.
And there is a discussion here, which is why this thread has 30+ posts. If you don't want to participate then don't; but you're not the gatekeeper to content on mgsalvation.com

Too true. I'm always second guessing myself when it comes to the final cuts of a deck build.
"Do I really need 38 lands or can I get away with 37...or even 36?"
Afterall, having too many lands ratio'd to your decks cmc will result in above average mana flooding. That doesn't help either.
Also, obviously, it's deck dependant. My Riku deck loves to be mana flooded cause I get ALOT of abuse out of doubling spells. My Elf deck would be crippled if I had too many lands because it relys on consistent creature drops. Lot's to consider.
