Are there fun cards out there that can get around shroud or hexproof on creatures besides the basic mass removal? I know of a few: Prahv, spires of order(and other "source" cards), and that one blue sorcery that trades creatures that two target players controls. There must be more out there....

What are you trying to do? Evacuation bounces creatures, Reins of Power (which is an instant) is the card you were thinking of, Fog and its many variations can prevent damage.

Well, in general, something interesting. Something besides mass removal. The biggest threat I want to deal with is uril, the miststalker. I have some mass removal and reins of power/insurrection already.

Uhhh, it says target (Ashling)... That doesn't get around it in the slightest. In fact that's actually bad against them because you might not even kill any of their creatures.
Basically though, sweepers are your best bet.
Huh, I see lol. I didn't make the connection that I couldn't target the creature in the first place to force the opponent to sac it. My bad.
Reflect damage would be in if it was just a littttle cheaper. I'd rather use that then say, condemn, because I want to use people against themselves.

Funny thing about reflect damage: If your opponent is greedy and attacking you for 21 general damage in one go, he CAN die by general damage from his own general. If you are having trouble with one of THOSE kinds of Uril decks, I'd say the card is easily worth its mana cost.
Another card you might consider is vengeful archon. It can also turn cards like ancient tomb into shocks onna stick.
Oh, and nova pentacle. Its a really fun political card, but you're SOL if there are no other creatures on board except the shroudy Uril.

Cultural Exchange and Juxtapose give you a way to exchange without targeting.
If you can put an enchantment directly into play, you can attach it to a creature without targeting it. This allows you to drop Control Magic or some other nasty effect onto a shroud guy.
