Dream Halls seems great in EDH. Everyone's so high on drawing cards and playing with the GY, there's gotta be a way to break DH.
Riku? You double all your spells so cheaply!
Damia? She replenishes your hand so fast!
Hanna? White can dig up DH, and she can bring it back from the dead!
Zedruu? If you can drop something that'll grant flash to everything, your end-of-turns will be awesome before you stock your hand again.
Or do you just focus on colors? You'll be in blue and have access to card-drawing. White or Black can tutor for DH. Red or Green? ...only tutor if you run it with white, too, for Wild Research or Sterling Grove.
The best strategy to break dream halls to me is 5 color (any general will do but I prefer Cromat) using Conflux and another tutor with Wheel of Sun and Moon to infinitely tutor for and play every spell in your deck repeatedly.

Let's pretend I'm not going to get all of the duals and will stick with, at most, three colors. We all know Dream Halls spiked in price when they unbanned it in Legacy because of the Conflux combo.
I know a guy with a decent scion, the ur dragon deck that abuses conflux and dreamhalls. He doesn't even run real duals. And if he needs to take someone out before he can combo he just pulls out dragon tyrant, pumps it and swings with his general or he can pull nicol bolas and take out their hand. It's a decent deck.

You honestly don't need to have a ton of duals to make 5 color work. Just lean heavily on green.
progenitus indeed. 5 color access gives you this always accessible saucy beater, conflux, all sun's dawn, makes stuff like Praetor's Counsel very potent, abuse stuff like Cruel Ultimatum + sorcery recurring creatures like archivest/izzet chronarch.

2) I know that DH has dropped considerably. I'm saying that we all know about the Conflux combo because we all remember that unbanning (and the subsequent price bump). Now it has come back down since no one uses it in Legacy.
I would think Momir Vig, Simic Visionary is at least a halfway decent choice of general. As long as you're using your Dream Halls to play creatures, you won't really ever lose card advantage. Just my $.02 I guess.
A bant Deck could be really interesting with Dream Halls. There's alot of good creatures, spells, card draw, and tutors. An Esper deck could be good too. It'd have reanimation for lost cards, excellent tutors to set up, Card draw, and relevant creatures.
I once saw a deck that just comboed out once it got Dream Halls. They played TONS of draw spells and eventually just won with Laboratory Maniac.

The best generals for Halls - assuming you're playing it to do something interesting and not just cheapen your good stuff - are those which offer large consistency boosts. Azami and Momir are fine... but in my testing neither ultimately holds a candle to Tomorrow.
Mimeoplasm seems to be a choice, discard a lord of extinction, play a big dumb beats, copy the lord afterwards. Etc, etc. In that sense, Momir Vig is the tutor version, by never stopping to play creatures that can either bounce or draw even more cards.
Dranlu is kinda a thing, by discarding the card you can play it later. It'll be spell heavy, and mostly powerful things instead. If not, then Sedris can do the same thing to dudes instead.
Hanna is definely a solid choice, like you said. Nothing works better than playing creatures off enchantments forever. Plus with W/U, there's always some propaganda effects to abuse while stalling for combo.

Animar, Soul of Elements is a cool possibility with the only problem being that you wont have a way of tutoring for it. Hanna, Ship's Navigator is a good choice. You put out some good suggestions and any of those look good but Id toss onto the list of possibilities Phelddagrif or Edric, Spymaster of Trest as a kinda group huggy way of abusing it

Every rarity gets good cards. That means that some mythic rares will be tournament quality as will some commons, some uncommons and some rares. My promise wasn't that mythic rares wouldn't get good cards but that we wouldn't limit the good cards to only being mythic rare.
Bear this in mind the next time a powerful mythic rare is spoiled

My friend has Niv-Mizzet as his general in his Dream Halls deck. The deck plays a ton of draw 7s so the plan is play Dream Halls, pitch a card to play Niv-Mizzet then start cast draw 7s over and over dumping your hand each time in the process.
Honestly you could go so many ways, pick one and try it out. If you're not doing the standard 5-color, think about what you want to accomplish. Blue and green might be good to keep people from doing things the turn you play it (you should probably come close to winning the turn you play it, otherwise someone else will!). Things like Teferi and Dosan the Falling Leaf can keep your opponents from countering it or gaining value with their instants. In that case Momir Vig sounds like a fun commander that you could try out, without going with a standard Momir build. One of my favorite cards to cast is Myojin of Seeing Winds because it's one of the ways to cheat him in while still getting the divinity counter. Black myojin would obviously be strong too, and you could dip into that color for tutors and play Mimeo or Damia.
