Not tokens but great with ghost council is to run buried alive to fetch reassembling skeleton, bloodghast, and undead gladiator. The first two creatures are invaluable as sacrifice fodder and the gladiator becomes an engine later on the game to draw you through land clumps, put big bodys into your graveyard for you to reanimate, or just help dig for an answer if you need it. What you're basically doing is paying 4 mana to cycle any card in your hand but only during your upkeep. You can do it as many times as you want though, as long as it's during your upkeep. An alternative is ofcourse Vengeful Pharaoh.
Field of Souls helps to generate white tokens for any of your non token creatures dieing.
I wanted to start a list of the best token producing cards in black and white/or even artifacts.
I wanna make a BW token deck withghost council of orzhova as the general, so that's why I wanted to get some cards
To be fair Teysa would have much more synergy with a token theme in those colors. I believe Blackjack has a token based b/w deck using her as the general and I'm sure you could get some ideas from checking it out.
Teysa does indeed work better for token Orzhov, but either is doable. There is a decklist in my sig for both her and GCO that might give you some ideas. There are sections about tricks and combos after the decklists (the GCO guide is the most complete)
With any of ^^ those, or any creature that brings two or more tokens with it, Nim Deathmantle and Ashnod's Altar together give you infinite tokens and mana.
I've kinda soured on Tombstone Stairwell some. At times it's amazing, but it doesn't seem often enough.
Also highly recommend heavy recursion for the deck to fully take advantage of the token bringers. Cards like Reveillark and Karmic Guide, or Debtors' Knell.
And then of course, key cards to take advantage of all the tokens like:

EDH is like French fries: some people like waffle cut, crinkle cut, or plain old straight cut, and while there's slight flavor difference and personal preference, at the end of the day they're still fries.

Martial Coup is like March of Souls except only you get the tokens (yay!)
Conqueror's Pledge is good (especially kicked).
Spectral Procession and Battle Screech are pretty good too.

Tokens + Cathars' Crusade is pretty bonkers.
Any of the anthems are great, so is Leonin Sun Standard, Mirror Entity,
Intangible Virtue if you are going wide with tokens. Also Darien, King of Kjeldor
