I'm toying around with the idea of a Mono Black deck, but I'm not sure how far along I will get with a few issues coming up. . .
First is that I can't seem to find a mono black legend that I like
I'd prefer a defensive legend if I could find one, but other than the Ogre Monk who turns into an enchantment I don't see any of them sticking around for more than a turn
The next hurdle seems to be a lack of card selection. . .
A lot of the good black cards dip into multi color or are extremely expensive and will be unavailable to me
The most likely scenario seems to be that I make an EDH infect deck, but I'm willing to bet that as far as EDH infect decks go a mono black is far from optimal
I've done a monoblack EDH before, and my general was Ob Nixilis, the Fallen. Him with a Whispersilk Cloak ended the game fairly quickly on several occasions. It was actually quite potent, as black is of the better EDH colors (maybe second to blue) as it has access to sweepers, spot removal, recursion, tutors, and draw. Just make sure you have enough of the good black draw cards (like Phyrexian Arena, Necropotence, Greed, etc).
Another very viable option is Skithiryx, the Blight Dragon, as coupling haste and infect on a general is extremely powerful. I would only recommend this for 1v1 though, as everyone will be gunning for you from the get-go if you play him.
Check out the deck I have in my siggy. It is labeled Maga. I recently changed it to Oona though. Makes it so once I have infinite mana I just kill everyone. It works really really well.
We run two mono-black decks in our household: Ob Nixilis the Fallen and Shirei, Shizo's Caretaker. Ob Nix is MBC build and tends to play very defensively until it takes down the entire table. It started out as an Annowon deck with a vampire them and worked very well, but we decided that the Ob Nix build was better. Shirei is a STAX build and plays a lot better than most people give it credit for upon seeing it for the first time.
Look around the forums and you will see mnay good builds for these generals.
Other good Black generals to look into would be Drana, Maga, Skitheryx, and Geth.

Chainer, Dementia Master is the general for my MBC deck. It is certainly doable. MVP's are Braids, Contamination, Fleshbag Marauder, and Sudden Spoiling! The deck's weakness is handling enchantments, and artifacts.
I run a Drana list with decent success. She works both on offense and defense, either swinging for 21 general or repeatedly removing their threats. Or both at the same time

I run a Sheoldred, Whispering One list that dominates in a casual/semi-competitive environment. She's an incredibly powerful late game general and can easily decimate a board if you surround her with decent recurring support like Fleshbag Marauder.
I ran Maga for over a year before switching to Geth. Having seen my friend's Chainer deck in action, I'm disappointed I didn't switch to Chainer instead. Geth is so much work for very little reward if they are able to disrupt your mana-doubling artifacts and Cabal Coffers engine. Chainer is ridiculously easy to get going.
Depending on your playgroup, the following cards maybe ill-advised to run in your deck, despite how powerful they are:
--Myojin of Night's Reach -- while really strong, it's not fun for your opponent to just watch you play with yourself
--Contamination / Infernal Darkness -- ridiculously easy to maintain, and it turns the game into an Archenemy game real quickly if your opponents aren't black based
--Exsanguinate -- ends the game too abruptly and may be annoying to play against in groups that don't enjoy losing to one big spell that kills everybody at high life totals instantly
Shirei, Shizo's Caretaker can be really strong, but more importantly, to my playgroup at least, it can also be a lot of fun. While he can make an impressively strong stax/discard shutdown deck, branching out in other directions can make equally good games.

But whomever your commander is, Cabal Coffers is really in charge.
Agreed. No matter the general, you are a slave to this card in mono-black. Tutor for it with Expedition Map, recur it with Grim Discovery, super-charge it with Urborg, Tomb of Yawgmoth if you must, but above all, understand that you will win considerably more games game with an active Coffers.

Additional advice: invest in a Crucible of Worlds, and include a Beacon of Unrest (not just for Crucible of Worlds, but that is a nice benefit given certain situations)

Also the new land from M12 will be really good in this type of deck since it gets you back things like Crucible, Disk, and O-Stone. But yea as Blackjack68 basically said, anything that protects your Cabal Coffers is probably good enough to include.

For another way to go budget mono-black, Horobi, Death's Wail seems interesting. Add some proliferate, some lands like Tower of the Magistrate, and suddenly you have a cheap and original deck!
