So when I first started looking into EDH obviously I always heard how it was a casual format where weird decks are everywhere. It seems though the more I play the lack of wacky themes becomes apparent. I know each deck has a theme often based around their general and things like graveyard recursion, enchantments, etc. are themes but I'm curious about your tribal Kobold or Dwarf deck or deck designed around an artist or decks based around some sort of story. Usually these decks are the most fun to play with since I have no idea what's in them and the people playing it have a very casual attitude.

I used to have Slivers, but the deck got hated on instantly, and a lot of my good staples were in it (namely, land base.)
Soldier tribal is another deck I had built. If I had built it better, it probably would have been alright.

I have an Ixidor, Reality Scupltor Morph/Wizard tribal deck which I think is pretty amusing. I'll be building a give-stuff-away deck with Zedruu soon as well.
My oddest themed deck would have to be Atogatog it's atog tribal using atogs and changelings and it uses Mycosynth Lattice + artifact saccing atogs or Enchanted Evening + enchantment saccing atogs to either force through a huge Atogatog(often equipped with a Whispersilk Cloak or other equipment giving protection, evasion or trample) or in combination with Barren Glory for a truly whacky win. It also uses Second Sunrise to double up on then to sac.
I'm hoping for a decent U/B Assassin legend so I can streamline it slightly.
So...not Ramses Overdark, then? (I've always wanted to build a deck around him with cards like Despondency (and others from that cycle) and Fool's Demise, but it would probably never work).
I have an elephant tribal deck, which isn't terribly original (they covered one much like it on CommanderCast a while back), but I used to have a 60-card casual deck way back in the day with a playset of Elephant Graveyards...it was pretty sweet
I've had a few different EDH decks that were pretty wacky. My "un-"deck probably took the cake of the best one though. It was 5 color filled with almost all Unhinged and Unglued cards to just make the game fun to play in. Nobody liked being targeted with Ashnod's Coupon though

I think you will find tribal decks are the "backbone" of "wacky decks' in Commander They are wonderful and i've considered many times to try and start up a Commander: Tribal League... but i'm not too terribly sure it would catch on here.. though we do have alot of tribal decks, most of the time generals arn't part of the tribe considering some tribes really heavily want to be a part of certain colors that just don't have a supporting legend in said colors. Anyway back to topic I have a Knight deck themed around equipment, and a Zombie deck that i've themed to be reminiscent of the Zombie Survival Guide... both are linked in my sig
I built a BRG deck that basically gets hated off the board because I built it to tailor specifically to what people hate. Land Destruction asinine mana ramp and mass perm wipe for EVERYBODY!
A deck that focus' soley on how much I can annoy my opponents. 12 mana and 2 life to hit me? Not being able to hit me without losing your own stuff? All your crap not being able to attack AND comes into play tapped? Oh right, and now I have a number of combos for Zedruu with it.
I have a BR casual deck thats themed around my opponents making choices. Cards like Browbeat, Dash Hopes, Skullscorch, Rhystic Tutor, etc... It won't be winning any legacy tournaments, but its really fun. My opponents don't see a deck coming where they make all the choices.
As for Commander, I'm going to be building a Thraximundar zombie-themed deck. Not just zombie tribal, but completely themed. Necromancers, undead, resurrection spells, and cards like Sadistic Sacrament and Psychic Surgery to symbolize the zombies munching on your brains.
I've built several tribal EDH decks, and I'll tinker with them off and on until they're competitive in my meta. It's a fun challenge to build inside a tribal restriction, keep the flavor, and still hold your own. The worse the tribe, the harder you have to work at it!
In order of difficulty (links go to deck threads with pics, all decks are foiled-out, EDH show queens for no good reason but laughs):

Every EDH I've built in the last 3-4 years tends to include Enduring Ideal. People just don't see it coming and I have figured out ways to lock the game out by the 3rd or 4th turn it's out, even in 1:1. If they know me and my playstyle, I tend to get ganged up on quickly... but it's always fun to see the look on the person's face who just laughed at me for playing the dang spell. I waffle between making enchantment heavy toolbox builds and a small 10 card suite in on color builds as a back up kill... but either way it is just something I've been very proud of developing and I receive a lot of positive feedback for.
My latest creation is a Mono black deck with nothing but efficient fliers and Mirri the cursed as my general. It also includes a lot of pumps, with 3 nightmare lash type cards and obscure pumpers like shade's form.
I run a R/B Goblin deck that is pretty fun and competitive in multi-player format. I also run a U/W fish deck and and an Isperia all fliers/bounce deck which can get pretty broken. R/W giants w/equipment support and flinging fatties FTW. Almost all the decks I build have some sort of theme that supports the general. I used intet to play a free stuff deck, but I am going to change that to Riku free stuff. None of the decks are DB, but all can be very competitive, even the fish deck.

The deck packs all polymorph effects, token generators (such as both elspeths or bitterblossom) and plethora of enchantments including Soothsaying or Karmic Justice.
Once the general or a token or a stolen creature and some polymorph effect are in place, one of the following beasts hits the table: Ulamog or Blightsteel Colossus.
Right yesterday, check this out: In a game of three, Ertai countered a Comet Storm aimed at him by sacing a dead Oblivion Ring which previously removed an opponent's enchanted general (Rhys the Redemeed). Then I Mass Polymorphed my Ertai into the Colossus. My other opponent, who played Intet EDH wanted to buy some time so he played Magus of the future and another small creature to block with.
On my next turn I put the second counter on my Legacy's Allure, drew something irrelevant, then stole the Magus, flipped Phyrexian Rebirth, played it, made an 8/8 Horror token and... my opponents scooped It's not always like this but the deck is weird enough to keep me entertained.
I have an Ulasht, the Hate Seed deck that is built around giving pingers deathtouch, and giving deathtouchers pinging.
Is creatureless a theme? I run a Kaervek the Merciless deck that has no creatures besides the commander. It basically tries to make all creatures dead, or a liablity.
I keep working on a "Things you might find in Yellowstone National Park" theme deck. One of these days I'll actually shuffle up and play, but I am not expecting any victories.
I am working on a Wizard of Oz styled Commander deck since I am in Kansas. Lions, Tigers, Bears, Witches, Shinny Shoes(Lighting Greaves and the new Hexproof boots), some scarecrows. Still need to figure out a general for it though...maybe a big Wizard type guy...
