I could understand how Kokusho, the Evening Star can be abusive and degenerate games into a mad dash to see who can reanimate him the most, which is possible if he's the general to give you easy and guaranteed access to him. I think he should be banned as a general, but legal to be in the deck. Having him in this capacity can't be any worse than a green deck that does T1 Worldly Tutor---> Rofl Elf.
I personally believe Kokusho should be unbanned and I've secretly wanted it unbanned for a while, because graveyard hate has become a lot more relevant from when it first got the banhammer. We now have cards like Relic of Progenitus and Bojuka Bog, which are fantastic ways to liquefy graveyards. Also, I hate the whole "It overcentralizes the game" argument, because you can make the exact same argument for a card like Tolarian Academy -- which is a card that deserves to be banned.
However, it's not going to happen. Kokusho isn't really as broken as a card like Time Stretch or black Myojin, but that's irrelevant. The RC uses a totally different philosophy of banning cards than the DCI does in traditional ban lists.
I agree with this. Koko is incredibly weak, and far less board dominating when compared to the eldrazi. Koko is only broken if your opponents are not playing exile effects or grave hate; two situations that should not be happening.

This is exactly how I was feeling. I can't see anybody in my playgroup having any issue with Kokusho - if they wanted to, they would exile him immediately, and if he was a general, they would simply do it again or counter him. I don't see him being strong enough as a general regardless to hang with tier 1 decks.
