Having had experiences with this card both in Casual and it's original Draft format, I can say it's a pretty robust creature. It's main downside is that it's obviously weak to all kinds of spot removal (except most damage based). I had experience with it again in MM2 draft format and I think it's a pretty solid bomb in the right deck, so I felt the need to discuss it here.
How can one break this? It's a big beater that comes with pseudo-evasion and can grow big, while being cycled away in the early game. Plus being UW means we have access to Momentary Blink to both protect him from removal and repeatedly activating his trigger while gaining ETB effects from other artifacts. The problem is that Affinity is the de-facto artifact-stompy deck, so we need to focus on another Artifact angle. Perhaps going big with Etherium Sculptor and Vedalken Engineer, backed by some fatties like Rusted Relic? An UW Tron deck like the one roaming around in Modern?
I was thinking of making an artifact based control deck in those colours using Vedalken Certarch, countermagic, and either burn in red or good white cards to take over the game. I think I'd prefer Izzet colours, though, for Atog and Galv Blast. This could be an interesting inclusion. I must say he doesn't look very exciting. He has a sub-par body at 5 mana, and the ability will maybe allow him to get an attack in, but it doesn't protect him well against removal on their turn without a lot of effort. I think the deck would just be too slow to get off the ground.
Sanctum Gargoyle is a good friend for the Hulk! Let's you cycle him early then bring him back! Add in some blink spells and you have some solid recursion/evasion for your guys.
I actually posted an Azorius Artifact midrange deck a while ago that can be seen here. It played fairly well in testing, but I never built it irl and tried it. I believe it can be a good starting place to try and find a fun deck for the Hulk.
Perhaps a Tron-powered + Etherium Sculptor (and Vedalken Engineer if we really want to exploit it and go super fast)? Here's the blink package I'm thinking about:
Blinking Sickleslicer would allow for more tokens like Batterskull does in other formats, plus since we're running Tron it means it's not difficult to Equip either, and blinking a Tron piece means you get the mana back. Sadly this doesn't have Flashback like Momentary Blink, but by blinking two targets we generate an insane amount of CA by generating more bodies, recurring artifacts, drawing cards, or simply digging our top cards, while bashing in with Hulk. The numbers are obviously a quick draft and they should be fine-tuned, probably including some more Momentary Blink even though it can't blink Slicer or Prism. Some Serrated Arrows and Ethersworn Shieldmage could be thrown in there as well. Does anyone know a good Wurmcoil Engine analogue or some other form to exploit Ghostly Flicker.
I was so surprised when I realized Hulk was a common and immediately worked on a pauper list. I went more along the trinket mage/cogs sort of route attempting an artifact toolbox/control list with Hulk as the finisher. I'll post my list when I get home from work.
