Me and my friends are getting into paper pauper. It's a lot of fun, decks are cheap, and the card pool is very simple. However, we aren't sure whether to go by the online legality list (only cards printed as common online are okay) or the paper list (only cards printed as common on paper are okay), as pauper is a sanctioned format online only, but we are on paper. What do you guys do? We will probably just to whatever most other people do.
1. Use everything printed at common, ever. Online or offline. This simplifies things very much.
2. Use only rarities that existed in paper. This removes some notable cards like Chainer's Edict. my group follows this philosophy.
3. Use online rarities as a basis of consensus. This doesn't change very much, but allows you to play with good cards, like the aforementioned Edict and Death Spark, to name a few. Do this if you want to resemble the sanctioned format as much as possible (although, from personal experience, they're almost identical).
And we're not even talking about banned lists, yet.
Personally, I prefer all commons (paper and online) and the sanctioned (online) banlist, with tweaks to the ban list if we agree on something (such as banning Hymn to Tourach). Sometimes we'll try out a banned card (or ban a new one) just to see how it affects the metagame. If you're interested, I keep a post updated about the differences between online and paper here.
I use the Pauper banlist from Wizards, but for "what is considered as 'printed Commons'?", I use a rule I picked up from a L2 I talked to: "paper prints for paper Pauper"
Prime example - Predatory Nightstalker. Online is Common but paper is Uncommon. Being that we use this 'paper prints for paper Pauper' rule, it's not legal for paper Pauper.
As badly as I want to use Predatory Nightstalker too, this is fair for doing paper Pauper Events.
The question "what is considered 'printed' commons?" came about because I go to several places for Pauper and don't want to change my decks depending on rules from store-to-store.

I really like your outlook on the matter. My building guide is basically identical, but I never articulated it in that way. It does seem like the optimal way to build a Pauper deck to fit any crowd.
