Shock is also not optimal. If you're trying to imitate a Burn strategy, I'd suggest Rift Bolt instead.
You can definitely remove some lands. I would probably cut to 20 lands, and choose some Swiftwater Cliffs or Terramorphic Expanse to maximize the utility of Brainstorm (which can then be upgraded to a 4-of in this scenario).
In a UR Burn strategy, I would prefer Preordain over Ponder, simply because you can put lands on the bottom and never see them again.
If you feel like expanding the Blue splash, you can definitely take out some Burn and choose some efficient counter-magic, like Mana Leak, Daze, Counterspell (I do not recommend this one, for the UU cost), Exclude (3 mana might be too much) or the very underrated Prohibit. Or you can also include more draw spells. I think Accumulated Knowledge would be really good in this deck (even with the anti-synergy with TC).

Pauper is actually a very refined format and is surprisingly fast. Welkin Tern and Raging Goblin are unplayable. I would replace them with either the Cloud of Faeries/ Spellstutter Sprite package or go for Burn-style creatures like Keldon Marauders and Kiln Fiend.
