My attempt at a blue tempo deck. I was thinking about all of the 2 strength blue creatures and how, since blue has treasure cruise, it can refill its hands and avoid the pitfalls that bounce cards have. The result was this, which basically bounces the opponent while punching them. Against a black suicide deck and a black discard deck it hasn't lost yet in testing, I don't own many pauper decks and it is too weak for my none-pauper decks.
Cool deck! I ran a non-Pauper version similar to this for a few years, it was really fun!
You ought to try Looter Il-Kor. That card helps you fuel Treasure Cruise as well as beat for free and smooth your draws.
My old deck used Unstable Mutation. With a 1-drop, two power creature like Drifter, I would smash for 5 on turn two, up to a potential 14 damage all by itself if unblocked. Bonesplitter goes along the same lines.
I found my old list, and there are a few other interesting options for you (especially if you decide to go with Unstable Mutation):
Wormfang Drake: When your creatures have returned to a normal size from being mutated (or you're sick of paying the cost of the Drifter), he can come in and save them until he dies. Plus, very efficient body for the cost.
Cloud of Faeries: I comboed this with Skyshroud Condor, but the latter is uncommon. It's still an excellent way to get damage in the air fast.
I'm not a fan of little fliers in pauper: Literally everyone is running vault skirge with pumps. In fact, this deck might even benefit from switching over to vault skirge over the drifter...
Playing with them I think Vault Skirge is tremendously better then anything in blue. Even without getting an enchantment or equipment he tends to win just by bouncing their guys and slowly beating at their life.
Your decks are looking not bad! I think they have way too few creatures, though. I would think about cutting some other spells to make room for more beaters.
Gigadrowse seems like one of the weaker cards in the deck. They offer very little tempo in return for you, and can be potentially very mana-intensive. I would try cutting them for more creatures.
Also, 4 mutation and 4 bonesplitters is quite a bit. I would try cutting two of one of them.
