I'm new to this card game and figured that I'd try to create a simple deck to start with. This deck will focus on thinning an opponent's hand and deck size with the use of these cards.
Mixing two strategies which don't really behave well together is not often a good way to go. You're almost guaranteed to lose control of what your opponent has in hand because you drew a certain amount of cards that only mill, and if you don't concentrate all your efforts on milling, your milling didn't serve much of a purpose because it didn't get you significantly closer to winning.
I would suggest you choose a strategy and stick with it. Neither of the two strategies are particularly well supported in Pauper, unfortunately, so you'll probably have to either choose a way to stall (if you choose a milling concept), or a better win condition (if you choose the discard concept).
I have a wonderful Primer on Turbo Fog, which in Pauper uses milling as its' win condition. See it here!
There are also several black control strategies that use a bit of discard, which could be explored even further and still be playable. I'm thinking of Rat decks that use Ravenous Rats, Chittering Rats and Okiba-Gang Shinobi, for example.
