I really like this spin of the deck. Tempo spells alongside Burn should prove pretty strong alongside Delver of Secrets and a Trinket package. Hexproof is pretty much a dead matchup and there's not much you can do about it without running things like Curfew if you're not in White though. I would cut a bit of things like the Spellbombs and Echoing Truth / Repeal in favor of a bit of actual CA, like Artificer's Epiphany or Thoughtcast, and loading up a bit more on Artifact Lands. 20 Land also seems too low, I would go up to 21. Finally, I would tweak the burn suite to add some Firebolt, probably replacing Chain Lightning. Sure it loses on 3 toughness creatures, but there aren't that many that Firebolt wouldn't kill, and you can cast it two times.

If Hexproof is giving you trouble, Blue has a few answers. Curfew was mentioned, but there is also Aura Flux, which actually works very well because their mana fixing consists of auras as well. Other than that, consider running more general counters in your sideboard than Hydro/Pyro. There's no denying they're good cards, but are they really the best counters for what you're actually trying to fight? You'll also have to figure out which hate cards you actually need in your sideboard. Are Relics really necessary? How about Pillar? Maybe Countermagic would be just plain better? How about Annul instead of Smash to Smithereens?
