I'm having a lot of trouble having it come together though.
Any advice would be greatly appreciated.

I was the guy playing the relentless rats deck back during mirrodin and kamigawa blocks. Yes, cranial extraction was used on me. No, I didn't win much. Yes, I do have a relentless rats edh deck. No, it doesn't win much either...
Why run a Zada instead of a 4th mirrorwing dragon? Just to protect against stuff like cranial extraction? or am I missing something?
I really like mayor of avabruk but we play mostly team games. Unless i'm misunderstanding the rules he will like never flip. If anyone player on the other team plays a spell no flip. On my turn If I don't play a spell but my ally does then also no flip. Am I correct on that point? If so I think i'm stuck focusing on mostly normal wolves.

So I built a version of the deck and it is running very inconsistently. Sometimes It just cascades and I get a stupid number of wolves and just wreck everyone. Other times the deck sits there doing nothing. Would Love some input.

I wanted to use Mirrorwing Dragon and Silverfur Partisan together in Standard but I wasn't sure if their interaction worked the way I thought it did (as you have mentioned above) since the Mirrorwing Dragon makes copies of the spell and Silverfur Partisan's ability seems to trigger from actually casting an instant/sorcery that targets it. Do the copies in fact trigger his ability? Thanks in advance for the clarification!

It's the same card only cheaper. It's basically strictly better.

Not only is it cheaper but Zada also prevents your opponents from using your Mirrorwing Dragon to buff their own creatures.
Implying that anyone has ever played a pump spell in a multiplayer setting.
