So I've been bitten by the EDH deck building bug and one of my favorite colors to run is blue. On the other hand, my budget is becoming very restricted, so I'm trying to build mostly from what I already have on hand. With those options in mind, my potential commanders were:
None of these cards (to my knowledge) are top-tier commanders, so I picked Jalira mostly due to the fact that I love the concept of polymorph decks. With that in mind, I have created a starter deck list with the cards I have, obviously incomplete. Are there any recommendations on how to round out the deck? I know the two directions to take Jalira are either a) token generators/manlands and big, random-effect-generating fatties or b) control/stall, produce tokens/mandlands and have exactly ONE creature in the deck... but I haven't seen the deck in action before, so I don't know which direction will actually be the most playable. Also, if the other commander options just scream a better deck, I'm certainly interested to hear about that as well. All thoughts and feedback are most welcomed. Note: The cards listed are the ones I already have access to.
I've played with and against Jalira a fair amount so here are my tips:
Play any land that can create a creature. Foundry of the Consuls, Mishra's Factory, Blinkmoth Nexus, Spawning Bed, etc. especially if you're not also building her as a High Tide combo deck. Urza' Factory is too weak and slow, I wouldn't worry too much about that one, but the others are very good. I realize that Mutavault and Inkmoth Nexus cost too much money but grab as many as you can. They're stupidly important for the archetype. Don't play too many "fancy" nonbasics otherwise. They weaken cards like High Tide, Engulf the Shore, etc.
High Tide is often better than Dark Ritual and I play Dark Ritual in 100% of my Black EDH decks. Even as a pure value spell (i.e. no cheesy Palinchron combos) it's still amazing.
Play significantly more 2 CMC mana rocks. This archetype is garbage unless it's consistently jamming a turn 2-3 Jalira. Guardian Idol is the only one that's 100% required (because it's a creature) but otherwise you should field way more cards like Thought Vessel, Fellwar Stone, Coldsteel Heart, Fractured Powerstone, Everflowing Chalice, etc. There's like 15 of them and you should be fielding at least 6-8. Turn 4 Jalira turn 5 activate doesn't pass muster.
Proteus Staff, Mass Polymorph and Synthetic Destiny have their place in this style of deck. They're not required and I realize that they might seem superfluous but I've been reasonably happy with all of them.
Thank you for the feedback! I'll work on updating my list to a complete decklist when I have more time later. Quick question though... are the Ulamog's on the list to work with the High Tide/Palinchron suggestions? I assume as much since they don't work with Jalira.
My bad on that one, I was listing durable + random fatties that came to mind. The versions that I played never had more than 2 critters. It was either Pali + Deadeye or Consecrated Sphinx + Void Winnower. I've seen other builds that had things like Blightsteel Colossus and I figured that any similar threat would work fine. Forgot about the "nonlegendary" clause though. The point is that you want cards that you're blindly happy to see on turn 4-5. No restrictions, no requirements, no nothing. Blightsteel Colossus is always great for example. Memnarch? Not so much.
I have updated the original list based on your suggestions. I know not all of the big creatures are the best, but budget being as restricted as it is, I think they're the best I can afford for now. That said, I'm still 7 cards short and not entirely sure what the deck needs to fill it out completely. Any suggestions are most welcomed.

Interesting that you dislike Rush of Knowledge and Quiet Contemplation so much. I assume the former is due to it potentially netting very few cards at sorcery speed. I kinda feel like Quiet Contemplation could be fairly handy in such a noncreature, mana-lite deck.

Quiet Contemplation might, MIGHT have been ok if it were free. You don't have luxury of paying a tax on all of your spells when you're trying to activate your token producers, activate Jalira and protect your key threats with permission.
Good points, both... though I suppose I was hoping for magic Christmas land with Rush and drawing 6-12 cards.
It's not MCL when your general is a Polymorph but why undertake any risk whatsoever? Blue has the highest density of competitive mass draw spells in the game and the vast majority are always good. Tidings is great whether you're ahead or behind and even if Rush is better when you're ahead why risk losing games because you drew a blank in the midgame? When Jalira is dead and you need to rip into mana and/or permission to protect her you need cards that "do things" and Rush is worthless when things aren't going your way. If Rush were any other color, sure, I'd play it. But Blue? Nah, it can do better.
FWIW Recurring Insight is busted and affordable. It always draws the 6-12 cards regardless of what you have in play.

You can't afford to field "misses" such as Thada Adel, Acquisitor (and arguably Talrand, Sky Summoner). You are expending a lot of mana and resources to cheat something into play. It HAS to count.
The last thing that this deck needs is win-more closers such as Distortion Strike.
Expedition Map is heinous if you're merely using it to fetch a manland. That's not worth a card and 3 mana.
Decks that want Temple of the False God also want Myriad Landscape. If you're playing for the lategame then you want every free 2-for-1 that you can get your hands on.
Polymorphist's Jest doesn't actually do anything except Fog for a turn and occasionally enable you to eat an attacking creature. It's a terrible "removal" spell for non-creature based archetypes. The card is good if you can ambush an army with your army but otherwise you're just praying that someone will alpha into another player at which point you can blow them out. Too unreliable.
You have too many creature generators. They're obviously required but they literally don't do anything unless you have your combo pieces assembled. You can definitely afford to cut back on some of them.

I've only had a chance to play test my list twice, with each match ending for timing issues with the group, so I can't say I've mastered this commander yet. Here are my two cents though.
More board sweeps. Like all of the blue ones you can think of. While my meta tends to be more creature-heavy than most, in almost every match-up you're going to have the worst board presence 95% of the time. Offset this as much as possible. Drop things like Polymorphist's Jest and add more Evacuations.
Quicksilver Amulet if you can afford it. It is entirely possible to draw a large portion of your creatures before you have a chance to fire off Jalira, at which point The Amulet and High Tide are invaluable.
Also, FWIW my creature list is entirely ruled by a limited budget at the moment. Several of the creatures on the list would get axed. So...
I always liked Meloku, the Clouded Mirror with Jalira, not being able to flip over legends makes it a pretty good engine for the deck.
I cannot see Meloku being fast enough in an already slow deck. At 6 mana for a 1/1, I would hope to already have slammed a large, game-changing fatty into play.
The only creatures you should field should have strong etb effects. Jin-Gitaxias, Core Augur... can't be cheated into play and don't do enough on their own.

Sorry, that should read, "Cannot be cheated into play and/or aren't strong enough on their own." Jin got lumped in with the other two that don't belong on the list at all. It's only issue is not working with Jalira's ability.

But he's playing all of the relevant Polymorph effects so why cut Jin?
The only cards in your deck that I would never consider playing are Artful Dodge and Distortion Strike. "Show and Tell" strategies don't need help closing games out. Everything else I can largely get behind but if I had to guess I'd wager that you're still fielding too many creature engines. That you can always tweak with testing though.
30 land is probably also a touch greedy (even for Blue). I would probably just cut the rebound spells and some token producers for some more Islands.

Lightning Greaves is a must. Jalira needs protection. I always have things like Swan Song, Muddle the Mixture, Counterspell, Foil and Misdirection to protect her.
Virtually all of my Blue decks contain Ponder, Preordain, Brainstorm, Mystic Remora, Impulse, Cyclonic Rift, Rhystic Study, Recurring Insight, Treasure Cruise, Dig Through Time and Temporal Trespass. There's no compelling reason to omit them if your goal is to maximize your overall win %. Of those the only one that people seem to commonly omit is Temporal Trespass. Don't. It's frequently going to be a 3 mana Time Walk which is heinously overpowered in multiplayer. Yes, I know that the card was terrible in Standard. Who cares? This is EDH, not Standard. Card is bonkers.
Cut the marginal answers to creatures such as Control Magic. This deck needs actual mass removal such as Engulf the Shore, Whelming Wave, Devastation Tide, Evacuation, Crush of Tentacles, Inundate, etc.
Don't field single-shot and/or conditional token producers such as Summoner's Bane and Talrand's Invocation. They're trash. Stick to things like Nuisance Engine, Thopter Spy Network, Trading Post and Myr Turbine.

Jalira cannot support value threats such as Clones. You cannot curve turn 2 mana rock, turn 3 Jalira, turn 4 Clone and expect to win a game of EDH. Every single one of your creatures needs be a bomb. Common hits include Consecrated Sphinx, Void Winnower, Ulamog, the Ceaseless Hunger, Ulamog, the Infinite Gyre and Blightsteel Colossus. Combo-centric builds tend to focus on Palinchron + Deadeye Navigator to generate infinite mana for Blue Sun's Zenith, Enter the Infinite on Beacon of Tomorrows, Omniscience, etc.
Cards that you could consider cutting includes:

You're missing Synthetic Destiny. I realize that it's in your maybeboard but what is it doing there exactly?
Void Winnower should 100% be in the MD. It's the second best non-combo target behind Consecrated Sphinx. Alternatively you only field Deadeye Navigator + Palinchron for the infinite mana combo in order to win with Blue Sun's Zenith (or whatever).

Halimar Depths ETBT and doesn't "trigger" High Tide nor Extraplanar Lens. Get it out.

Thran Turbine is awful. Cut it.
Wayfarer's Bauble is way too weak. Paying 3 mana to Rampant Growth is never worthwhile and that's true even in High Tide + Extraplanar Lens decks.
