I like the idea of having one rattlesnake-esq creature with great static abilities that people fear. Perhaps surround myself with a pillow fort and pick my opponents off slowly. Abuse equipment, exalted, lifeline, and deathtouch.
Im not sure if the lands are quite where i want them to be. with BoP and NH, i'm not sure if i need 24 sources.
I also may need to swap in a board clear over path to exile.
Kiora seems out of place in this archetype. There's plenty of consistent Blue/Green card draw and you don't need a 4 CMC Explore when your curve stops at 4 (you have two 5 drops but whatever).
I wouldn't play 6 "Birds" in this or many other MP decklists. Too many dead draws in the midgame and you're not ramping anything game-winning out. Hierarch is obviously fine but I would cut the 2 Birds.
I don't understand the appeal of a card like Propaganda in a creature-based Archetype that never attacks with more than 1 critter. If anything I'd want a card like Fog Bank or Wall of Denial because those cards are actually decent if you're fielding effects such as Dueling Grounds. I personally prefer Wall of Denial but to each their own.
I second Finest Hour specially with rafiq out its devastating. Ardent Plea was a favorite of mine with enough 1-2 drop cards. And i also second Wall of Denial i play it in a 5 color Wall Attrition deck with Dueling Grounds it breaks friendships and balls.
Prid - after looking, I agree. I think I will go with 4 dueling grounds and drop the propaganda's. I know what you are saying about Kiora. Once again, she's just sitting collecting dust so every deck that matches her color she gets a tryout. If she makes the cut, worst case scenario, she is a distraction. Plainswalkers are big distractions in my meta. They play like life gain if you get what I mean. Ultimately though, I do understand that her only fit in this deck is color based. I will also give wall of denial a run and have fog bank ready to see which rolls best in my meta. WoD gets the 1st look since he's got 2 votes.
Uldakh - I totally had ardent plea in my "worth a 2nd look" pile. I worried about cascading into a path to exile. Those aren't cards i want to waste. I LOVE cascade though. Not sure what to cut to make room however.

If i stick with ardent plea maybe i should play fog bank over wall of denial so i have the cascade option. But then again, how often will plea see play as a 2 of? With plea in mind, i also dropped the path to exile for supreme verdict. This could just as easily be any other wrath spell that doesn't have as picky of a casting cost.

I didn't thing of the man lands angle. Maybe I should pillow fort. Jam a bunch of ghostly prison, propaganda, and Wrath type effects.

Elspeth works, but maybe she probably doesn't make top 60. I can probably drop 1 sublime archangel as well. That still puts me at 3 cards over. Is trygon predator redundant with qasali pridemage? Maybe TP needs to be a card drawing attacking threat instead. Like ohran viper, edric, spymaster of trest, cold-eyed selkie, tandem lookout, thieving magpie, or that horsemanship dude.
