It's a great fun fringe deck that can catch folks really off guard.
Thanks but I'm not interested in something designed for duels and that follows Modern restrictions. I want to play with cards like Mystic Remora and Control Magic that aren't present in the format.
That's fine, but you could get some ideas from it. Grand Architect with artifact fatties is quite fun even in casual, and you can always swap the sub par stuff with stronger legacy and vintage cards.

I Goldfished the deck a little bit and it feels like cutting butter with a hot knife. So i have only some "cosmetic" suggestions. Diviner's Wand could be a one-off. It's another mana sink, a draw engine and gives a small boost to your creatures. It can also be sacced for Voidmage Prodigy in case you have enogh card draw.
Lands:
i really would suggest to take in one or two Zoetic Caverns. It allows you to gamble a little bit with Voidmage Prodigy later in the game. At least in my meta this would cause some headaches when people are wondering if this is another countermage or not.
One or two Moonring Islands? Yup, they are just cute and only have a direct interaction with Nightveil Specter. But if speed is not that big of a concern, it's an okay mana-sink for peeking at your most dangerous opponents next card.

I've never been a big fan of Diviner's Wand and this list is no exception. My deck only has a handful of Wizards and a conditional Treasure Trove isn't something that I'm in the market for. Blue has access to plenty of extremely powerful and consistent draw spells/engines and I'd just plain rather field those. While it's true that the Wand enables me to "go infinite" and acts as an extremely powerful lategame mana sink I just don't think that I need that style of card in this shell. I'm not entirely sure how good or bad the card is, it could easily warrant a slot, I'm just not a fan of these kinds of cards in general. If I were going to add an equipment I would play something like Bonehoard which could legitimately close games out when paired with Thassa. Turning all of my threats into unblockable Mortivores is a big game.
Zeotic Cavern doesn't really interest me but you reminded me about Mutavault which is a Wizard. It probably makes sense to jam those in here. I'm not overly concerned about playing mind-games or bluffing Morphs, especially when it has an actual cost. Mutavault is good but at the same time it's a liability in a deck that wants UUU on turn 3 so you're always weighing the pros and cons about playing those kinds of lands in these shells. The upside of a "Bear land" isn't high enough to get me to play with Caverns but the Vault is a fairly powerful card that has synergy with Voidmage Prodigy and Master of Waves so I can get behind that.
I don't want to play with lands that ETBT unless they offer something powerful so I couldn't see myself playing Moonring Islands. I would just rather cast my spells on curve than worry about minor Nightveil synergy.
I'm not really looking for 6 drops that die to removal. I could see an argument to running 1 as an alternate win condition but in general I'm not in love with the card in Constructed. I'd be significantly more inclined to run her if my deck was looking to do degenerate things with infinite mana. If I can go off with Palinchron first then exiling everyone's libraries it sweet.
Capsize has never been good for me. It's too slow, too low impact and too mana intensive.
The deck does have some Cyclonic Rifts but 4 is too many. I want to draw one on turn ~8 but I don't want to draw 2-3 every game.
Memnarch is a 7 drop that dies to removal so I'd rather play something like Diluvian Primordial or Rite of Replication. It might work for some people, the card is awesome if it's left alone, I'm just not very fond of it.
Silly. I missed the rift. I can get behind the rite but dislike the primordial. Probably my smaller table meta.
Yeah that's fair, there's just a bunch of cards that I'd play before Memnarch though. Even Flow of Ideas is more in-line with what I want from my big drops.
I like the OP list, but no love for Patron Wizard? It's not like you can cast the spells you exile with Nightveil Spectre anyway.
People play Blue in multiplayer lol. BUG are the three most played colors by a wide margin in our circles and even hitting "colorless lands" is still fine by me. PW is certainly a reasonable alternative, I wouldn't blame anyone for running him instead, it's just that "competitive Magic" is mostly synonymous with "Blue Magic" which is why it's never been a problem for me.
Have you done much with this list since posting it? I would be curious to know where you've gone with it, if anywhere. Playing with Kai Budde seems like fun to me...

Very little. The deck was missing a couple of Counterspells but once I added them it felt much smoother. I also cut Frost Titan because the card never did anything and I went down to six 2 drop creatures (I cut the Keeper because I always had a full grip anyways). I added a Future Sight which I really liked and another Diluvian Promordial. Other than that I just removed a Thassa and added 2x Counterspell. Played fine, did fine, won some games.

I don't disagree but if I'm going with that route then I'd rather play a dedicated Blue artifact deck. One with Renowned Weaponsmiths, Vedalken Engineers, Treasure Mages, Thirst for Knowledges, Master Transmuters, Wurmcoil Engines, Myr Battlespheres, Inkwell Leviathan and all of that fun jazz.

Interesting. I'm not sold on Nightveil Specter being a weak card but I like a lot of what I'm seeing. I somehow completely overlooked Sygg, River Cutthroat and Leyline of Anticipation does seem kinda badass. I hadn't really considered Future Sight but the card is sexy as Hell.
I'll need some time to mull some of these suggestions over.

The first steals slower but the theft is permanent.
The other two add options in otherwise locked moments.
