This makes me want to build a U/B deck, only this one tries to control the board via bounce loops while accumulating value in the meantime.
Baleful Strix, Snapcaster Mage, Archaeomancer, Evacuation (preferred because instant speed), maybe a small reanimator subtheme so I can abuse Kederekt Leviathan reanimation loops (also because permanent-based mass bounce makes the enchantment versions reusable!), and a spell-based wincon. Probably a looped Time Warp.
One thing to keep in mind about these kinds of decks is that you gain access to tons of awesome loot + draw spells such as Thought Scour, Mental Note, Forbidden Alchemy and Trade Secrets. Frantic Search and Treasure Cruise are awesome if you're allowed to play with them but even if you're not there's always goodies such as Dig Through Time and/or Tasigur, the Golden Fang which can abuse your self-mill to generate card advantage. There's also Notion Thief, which is just plain amazing in general, but is ESPECIALLY amazing in decks with Trade Secrets, Whispering Madness, or even Windfall. I'll basically always play Trade Secrets in MP, it's just a draw 4 for 3 that gives the worst player at the table 2 cards, and if they ever "make a mistake" and draw more it just spirals out of control from there. At that point you can draw into a nut 7 AND fill your GY AND turn on all of your Digs/Treasure Cruises. There's also no better feeling than an EOT Notion Thief into a Trade Secrets to draw 6 because that's just filthy. EOT Thief into Whispering Madness is obviously even more absurd because it basically just wins the game on the spot. Each opponent discards their hand, you draw half your deck, fill your GY with whatever you want, enable things like Sickening Dreams, whatever. All roads lead to victory from that point onward.
Oh yeah. With some of this I can refer to my experience building The Mimeoplasm reanimator. You get the same kind of filtering, and you can easily survive early random attacks with strix or flashing in snapcaster targeting thought scour to keep your life total in check until the bounce and recursion loops happen. Windfall seems fine too because I won't be using tutoring or hand sculpting, so I just get value off of it. Assuming I even need the cards.

First official run last night, and it was promising. Came third out of five, but did some exciting things in the process, eventually losing to the Harness By Force / sac outlet / Dictate of Erebos deck across the table that was having a field day with all the creature-based decks at the table.
