I've been passively engineering this deck for over ten years. The entire time calling it the filibuster due to the fact it locks the game down and brings opponents progress to a grinding halt. 2. I am, more or less, prepared to acquire any cards that will immediately improve the function of the deck, but ,like it says in the post, I've been passively engineering this deck. I am really trying to compile a short list to have on hand next time I decide to order singles.
3. I am, by no means, a man of means. I cannot afford single cards over $30 in value. But I am aware there are certain cards (like 'Moat) that this particular deck could benefit from.
4. I am not looking for some vast improvement, but to fortify the primary objective of the deck. That being - put a stop to creature damage through combat, shut down my opponents ability to circumvent any of my spells, tying my opponents hands as to their choices of possible actions during their turn, and erect an impenetrable force field around myself as well as my permanents.
As for now I am most satisfied with this decks performance, and I'm not looking for any kind of drastic improvement.

Eh you don't have to worry about $30.00 cards with me. I'm a realist. Anyways, I had a direction in mind for your list but I wasn't altogether sure what you were looking for. Now that I have some idea I might be able to help shed some light on your brew.
The cool thing about this archetype is that it has a lot of inherently powerful draws involving Luminarch Ascension. Casting that thing on turn 2 can often lead to an immediate activation and even if it does't you can always play a card like Island Sanctuary or Wrath of God to do so. Once it gets going you usually don't need to worry about casting additional threats because nothing really beats an unlimited supply of 4/4 flying Angels for 2.
While you could play draw engines such as Mesa Enchantress, Verduran Enchantress and Eidolon of Blossoms in these shells it's difficult to keep them around unless you already have a Dense Foliage, Spiritual Asylum, Asceticism, etc. in play when you resolve one. In that sense you're much better off fielding Enchantress's Presence whenever possible. I obviously have no idea how much removal in played in your meta but in general these kinds of creatures should draw a lot of hate.
I can tell you from my Constellation based deck, that an Enchantment deck needs 4x Sterling Grove so you can find all the other Enchantments you need cheap and quickly.

If I could propose one archetype to you it would be Bant Pillowfort. The linchpin cards to the strategy are draw engines such as Trade Secrets, Rhystic Study and Enchantress's Presence which are difficult to interact with and provide oppressive long-term card advantage. From there you can seize control of the game with defensive Enchantments such as Elephant Grass, Propaganda, Ghostly Prison, Copy Enchantment, Pendrell Mists etc. before sealing the deal with Sphere of Safety. In order to churn these things out at a reasonable clip you can field acceleration in the form of Utopia Sprawl and Fertile Ground (which have obvious synergy with Enchantress's Presence and Sphere of Safety). Eventually you can seal the deal with Luminarch Ascension, Sigil of the Empty Throne, Sacred Mesa, anything really. Enduring Ideal can be extremely powerful in this archetype as well as you can fetch things like Privileged Position + Meishin, the Mind Cage alongside multiple Sphere of Safetys before finally grabbing a Luminarch Ascension to end the game.

Otherwise you just fill the deck with powerful, cheap Enchantments such as Blind Obedience, Rest in Peace, Ground Seal, Leyline of Sanctity, Karmic Justice, Story Circle, etc. That is, a lot of cards that you already own.
