My favorite U/R decks ever ran Greater Garadon & Reins of Power. As stated above, it's just lethal. Another solid sac outlet, especially if you want to be able to deal with enchantments is Claws of Gix. Swerve is a "counterspell" card that gets my stamp of approval, as that's almost always a 2-for-1. Dominus of Fealty is just plain fun if you can keep him from dying. The aforementioned Swerve can help here, as can Glen Elendra Archmage. Fill the remainder of the deck out with early game defense, draw and land and you're good to go.
If you don't want to go with Garadon, you can try Dracoplasm, but (1) it requires 2 more mana when you pop Reins and (2) it doesn't get artifacts (but Gix gets anything anyways, so that's not too bad a drawback...)

Could use things like Cyclonic Rift maybe? AEtherize? Blustersquall? Earthquake?

My meta: 3 or 4 player free for all, anything goes but boring games or broken decks cause a vote to end that game.
