Something I threw together and tried on MTGO, but made some alterations to create a real deck. I am saying that this is multiplayer because in a 1v1 non-casual game it's a bit slow. Once it does start to roll, if you don't have something to stop it then it's basically game over. Rather inexpensive built too.
I didn't say pauper, just inexpensive. I'm used to making decks that are in the thousands to build, so this one is rather cheap.
Replacing harrow is probably a good idea, but it does give me the ability to ramp, and then cast a CO in the same turn since they do not come in tapped. Replacing harrows with elves, or other mana creatures, doesn't really work in my meta since they play a ton of removal. Yes, I can make it ramp bit faster, but having the elf removed after it hits play really slows me down. Then again, having them waste removal on an elf before Acidic hits the board would probably be handy.
I do like the idea of swapping mind spring for overrun. I do have an issue pushing damage through and typically win by people just quitting after I copy the slime and destroy all of their lands. Overrun could possible give the win before I even had the chance to start replicating, especially if I found a way to make the Mitotic Slime split from 1 4/4 for 7, into 8 1/1s for 24. I'll have to try to find something that he can be sac'd for. Ashnodss Alter would be really nice, but I am trying to move the whole deck into modern (replacing Explosive Vegitaion as well).
I'll give it a lookover and see what else I can figure out.

Eternal Witness and Rite of Replication are not cards i would call budget...anyways, a few suggestions to make this deck better:
Mana base, could use some fixing, Simic Guildgate, Simic Growth Chamber and Evolving Wilds all do the job.
Harrow seems to be an odd choice. I would rather use good ol' Sakura-Tribe Elder, Rampant growth or Fertile Ground to be able to cast Explosive Vegetation in round three. If you use Sakura-Tribe Elder, i would include a singleton Sosuke's Summons (8 snakes are okay). And with so much ramp, why not include some big guys?
The other way would be to skip Explosive Vegetation and go for an one-to-three ramp, using Llanowar Elves, Wild Growth or Utopia Sprawl to ramp into Harrow or Cultivate to be able to play Acidic Slime, Mitotic Slime or Mulldrifter in round three for a rocket start. This is what you would do if you wanted to make this a duel deck. Dropping Acidic Slime in turn three and destroying your opponent's land will not make you friends but will make you win many games. Less effective in multiplayer environments.
Mind Spring seems not neccessary in a deck with mulldrifter and Coiling Oracle. I would drop it for some utility, Spidersilk Armor, Levitation or Overrun are all good choices, because you need a way to push your damage through. A playset of Wormfang Drake or Changeling Titan (another snake) could help you to retrigger your ETB-Creatures, plus they are both good aggro creatures.

My meta: 3 or 4 player free for all, anything goes but boring games or broken decks cause a vote to end that game.
