So I came up with this idea for a format. You can run cards from any magic set as long as they cost 1 cmc or less. The other specifics include a 40 Life total, 80 card decks, and allows 4 copies of each card. The higher deck size dissuades aggro/burn as they won't be focused and the 1 cmc limit will make card advantage vs card disadvantage a real struggle that requires deck building to keep that in mind.
Would spells with X in the cost qualify? Hangarback Walker is one such spell. It would seem to give any X based deck bit of an advantage being able to toss out some heavy weights.
I think lotus pedal would be fine, as its a 1 shot effect and there isn't a lot that can abuse it at 1cmc. But the P9 moxen are repeatable mana advanatages in color which is better then something like sol ring that only makes colorless unless of course your running Artifacts based deck

I can already see zoo being the highest percentage of the meta as its pretty much a 1cmc deck anyways.
Also if you dont ban the power, I'd put 4 of each in my deck because it gives me an excuse to crack open a few low grade cards I got graded.
