To play, you must have a deck of exactly 30 cards with no lands. Whenever you cat a spell, it stays on the stack for an amount of turns (both yours and an opponents!) equal to its cmc. Adter that amount o turns, it is cast in the same phase where it was originally cast (I cast an in garruk's wake in my 2nd main phase. It waits on the stack for 9 turns, and on the second main phase of the 10th turn, it is cast. If an opponents Cancels it, Cancel is on the stack for 3 turns and is cast on the 4th, unless an effect stopped it)
Abilities with a mana cost work the same way: you activate them and they come into effect X turns later, where X is their cost. If they had to be tapped, the permanent is tapped when the ability comes into effect.
But wait! What will stop players from using all 5 colors and overwhelming those who don't? Well there is a penalty for each color among your permanents beyond the 1st (not counting colorless). It is shown in the table below.

As you can see, playing 4 or 5 colors is STRONGLY discouraged.
