It will work similarly to commander. You have a special zone that holds your "dooms day device" You may cast it at anytime and if it is a permanent it will stay in play until ready to be used. If not it just return back to zone with a mishap counter that works similarly how the counters you place on a commander when ever it would be killed. Same with the permanent cards in this case, If it would be destroyed place it back in the Dooms Day zone and add a mishap counter to it. What the penalty for these mishap counters are is yet to be established.
There is no life, It should be 100 card singleton, and should use the legacy card pool.

This sounds incredibly fun. The entire point and strategy of the game is turned on its head. Except what happens when a creature attack an enemy player, can that not happen?
This is interesting. one thing you could consider is allowing all of those doomsday machines in a collective command zone and any player can cast them from there. That way, since you can't win normally you have the opportunity to change your strategy on a dime.
