My problem with eternal formats is that the card pool of actually playable cards is fairly low

All standard is good solution to this, but I think the decks will get stale after a point

All Standard Plus 1 would be All Standard with the current block in the pool.

This lets people play there favorite standard decks with a hint of rotation, and brewing even well tuned decks
