This was added after a majority of the comments already called it garbage and wouldn't stop saying its going to fail because it doesn't have a banned list. I understand comments like "this format is broken, because of card x" but to call something garbage does not need to happen when someone is trying to develope something unless they are just trying to be a) malicious or b) need to quantify their own ego by bashing someone else's ideas.
The idea was meant to be a format that could either replace modern or be better than modern without being modern. To imply I have to implement a banned list right away would essentially mean it's modern. So what's the point. So no in the sake of doing something that is not modern I won't have a banned list

Aslo jackspeed was referring to reshape a card that is broken no matter what artifact your trying to abuse
I get what you are shooting for OP, a vintage style format (i.e. no power-level bans) for the modern cardpool. However, there are significant problems with this approach. In particular, restricting cards, rather than banning them, allows them to continue to wreak havoc on the format. At best, you end up with high variance games focused on who finds their busted cards first. At worst, the whole format devolves into finding and abusing those cards ASAP. Moreover, restricting some of these cards (I'm looking at you hypergenesis) will NOT actually reduce their power notably.
Essentially, vintage's restricted list is a concession to allow every card that roughly adheres to the game's rules to be played somewhere. I don’t think that’s really necessary for Modern. If you want to play those cards, play Legacy.

Ya I was dumb I remembered that tinker was reprinted and forgot it was FTV my mind thought it was mirrodin. That being said I think GW elves would be strong.
I've always wondered what would be the best deck if no banlist was there...after all, every standard had it's busted decks since Masques.
Affinity versus fairies versus dredge versus caw blade versus etc.
People speculate but we never ever could verify.
Overextended was the way to go I think.
And yes, restricting instead of banning just makes tutors better and rewards too much dumb luck.
Ban only in cases of extreme necessity with a good case study to validate the choice.

Or they WotC could just grow a set and reprint FoW in a Standard legal set. Its not on the reserve list, and it wouldn't break standard.

OP: I like the idea of this format (I think the Modern ban list is rubbish), but I'm not convinced that it would be particularly balanced. I think the only way you can really correctly analyze it though is by a lot of testing. Good luck!

Definitely test it. It's easy to see that the format is going to be similar to modern's first tourament - where the answer was to play as many counterspells as possible while still being fast enough to beat the most consistent powerhouse decks (cloudpost in that format). This is based on what happens in similar environments. However, not every format is for everyone. Some love that stuff. You should listen to the critique and figure out if the people critiquing it don't like the goal you have in mind. If someone that hates the type of gameplay you're trying to design for hates the idea, you're doing something right. It doesn't feel as good as positive feedback, but it's just as useful to a designer.
Test the heck out of it. Cockatrice is awesome for this after all, then get back to everyone with the results. Playtesting conquers all.

Essentially, vintage's restricted list is a concession to allow every card that roughly adheres to the game's rules to be played somewhere. I don’t think that’s really necessary for Modern. If you want to play those cards, play Legacy.
Reshape is only good with Lotus Bloom, and then only if you have Second Sunrise or a similar effect.
Legacy has Transmute Artifact, which is pretty much strictly-better-Reshape. It's not broken either.
