Another thing I would switch out is Sengir Vampire. There are just too many good creatures for discard but budget wise I would go with Nyxathid. So it isn't exactly in you 1.00 price range, but you can get them for 1.34, close enough.
Now on to Coercion. That card is terrible. Go with something, hell anything else. Maybe another Stupor.
I have to agree with ZemogFC, Duress needs to be in there, as it can rip out the things that mono B can't deal with. (Artifacts and Enchantments come to mind.)
Finally you should really try hard to get a hold of a playset of The Rack, it is essential. The y will generally run you anywhere from 1.00 to 2.00, but they are a win con all there own and are worth it.
A Isochron Scepter discard deck could be fun in casual.
The deck would have to be re-made a bit around the scepter but having a funeral charm / piracy charm on a stick would be nice. You could make them discard the card they draw everyturn unless its an instant. You can imprint doomblade as well.

That's exactly why Coercion was in there...yeah, its 3CC, but I like to be able to see their hand, and choose anything to get rid of. No restrictions, and I get to pick it. 'course, back then we didn't have Duress either. Stupor is nice, as getting rid of two cards. Its Hymn to Tourach's lazy-eye'd, red-headed little brother...but is plenty efficient at emptying a dude's hand by turn 3.

No actually, it's not. It's amazing in the right B/W Hybrid aggro build. In other decks, its sub-par or okay.

Math also states that even in a situation where your cards can't win your opponent still has a miniscule chance of having a heart attack, stroke, nervous breakdown, or being hit by lighting. Therefore giving you the win by default.
The biggest threat is when I'm playing like 3 people, I can kill someone turn 2 with nocturnus and an inquiry. 3 people, 3 cards each= 9 discarded. 9x2=18+2+FEAR=win! Formula of a champion multiplayer card. other then that, I rely on megrim and underworld dreams a bunch, and nihil stone is just gravy, and gives my discard purpose late game.
Anything I could improve on? And I need a mana base that is stable too...hopefully without fetch lands....I like the fact that the most expensive card in this deck is hypnotic specter at the low, low cost of $2. the whole deck can be thrown together for $35 easy, and makes a great presence in any metagame, I think. It even holds it's own in one on one, with the right cards in hand.
Sometimes this deck works really really well, sometimes it doesn't...
The Quest of the nihil stone is definitively one of the keycard!
I was thinking about putting some cards such as: Beseech the Queen to be able to search for Quest if I don't have it in hand.
The other thought I had was to go multicolor (something like UB or GB).
Any suggestions?

Blightning is a no-brainer, Burning Inquiry is a great card with Megrim; because the problem with Megrim is that it doesn't do anything once the opponent goes into topdeck mode, the Inquiry is also very good in multiplayer and with madness cards since it only costs 1 red mana to cast, leaving lots of mana open for you to pay the madness cost.
Primary and only casual rule: "any rule that is fine for the most part of the playgroup, is a fine rule". So any further thread with: "if somebody uses/does .... in a casual game, is it ethical/ok?", read the answer above.
- Being a "Johnny/Spike" means you like self-torture. You win often in casual, so everybody hates you; you loose often in competitive, so you hate yourself.
also, blue has the advantage to give you some drawing options like Dream Salvage...
However, it seems that red would be a nice addition to the deck too....

If your looking for a swifter victory in most cases, I would lean more towards red, as that has the burn damage in it. It would also be the better of the 2 colors to corospond with what I recommended (Bloodchief Ascension). If your looking to ensure a possibly safer route, blue would be more likely, as that could buy you more time for preping up your enchantments and planeswalker. In that case, it would be completely up to you which playstyle you prefer.

A casual thoughtsieze. Not to mention less expensive. However, I personally like it for the fact that it does not cost me life and my meta is particularly aggro heavy. Also that it is under $1.
But seriously, thoughtsieze is better. It hits more things for the same cost and the life loss is usually negligible. In casual, however, I feel that the inquisition will see more play.
I opened one last year, got two crap worldwake packs and 8x scathe zombies, which I promptly hid around my sister's apartment for her roommates to find. But, yeah, it was a piece of crap.

Another one for multiplayer is Mindslicer.
As for other creatures I would also try Nyxathid, take out Hag Hedge-Mage for it, that one is pretty weak unless you also play green.
Reckless Wurm is also cool if you play up the Madness theme, Fiery temper is good removal.

I was thinking 2 colors may have been a good idea, I was actually leaning towards blue (love playing w/ blue decks), it has some nice cards, such as:
Blizzard Specter, Breathstealer's Crypt, Cephalid Broker, Consult the Necrosages, and some funny one such as: Apathy or perplex;
also, blue has the advantage to give you some drawing options like Dream Salvage...
However, it seems that red would be a nice addition to the deck too....
