I'm creating a U control deck revolving around Talrand. However, it seems a bit slow - but I'm not sure I should put more creature or reduce island....
Im particularly fond of Disciple of the Ring It gives a use for all of your counters when you have used them up and decide not to return them to your deck. I also think that implementing a lock down card such as Imprisoned in the Moon for creatures that you cannot counter and happen to stick would be a good idea. Finally, card advantage i.e. card draw is important to a control deck. You need to keep your counters topped off.

Hey there, I suggest playing a few more creatures for this deck. Ideally you play a creature on the board early to whittle away at their lifepoints and pressure the opponent to play into your counterspells. Without any pressure on the board, the opponent can hold onto all their cards and just play lands until they can play around Mana Leak. They can also bait you to tap out by casting instants on your turn, giving them a window to resolve something on their following turn.
I also suggest more creatures. Even a deck like this wants about 10-12 real threats in the deck, then backed up by counterspells and card draw.
A great creature to use in a deck like this is Delver of Secrets. It will flip easily, due to the high spell count. Thing in the Ice is also a good choice.
You can speed up the deck and improve consistency a lot by adding cheap card drawing: Ponder, Preordain, Brainstorm, or Serum Visions. These cards pull a lot of weight. There's a reason Brainstorm is considered the most powerful card in Legacy. For just one mana, these cards let you activate Talrand, reorder your top cards to flip Delver of Secrets, and dig for an answer when you need one. They will speed up your deck, help you find a creature sooner, and help you keep drawing counterspells and answers.
