Hi! I'm currently building a kind of ''Pay to play'' deck where I make my opponents pay for everything they want to do while I make my spells cost less. I use cards to: counter their spells unless they pay mana (Spiketail Drakeling, Judge's Familiar, Mana Tithe), make them pay to attack (Propaganda, Ghostly Prison, Windborn Muse, Archangel of Tithes), make their spells cost higher (Grand Arbiter Augustin IV, Aura of Silence, Monastery Siege) and make things happen if they don't pay mana (Rhystic Study, Soul Tithe, Magus of the Tabernacle, Spelltithe Enforcer, Isolation Cell) etc... As you can see I made a lot of researches to find cards that fit in the theme of my deck, but I wonder if there are more. That's where I need your help. Do you know any good cards that would fit in the theme of my deck. Anyhting that make the opponent pay if he want to do something. Before some of you mention it, I already know about Leonin Arbiter and while I love it, there are not enough people in my group of friend that use cards to search their library, therefore I don't know how to make good use of it. Also, I accept that cards that: steal the opponent's mana, punish the opponent for using mana or anything related with mana if you think it would fit. Which choices are good will depend on what format you are playing, whether it is a big multiplayer game or 1v1, whether it is a singleton format like Commander, and so on.
For example, Leonin Arbiter is strong in 1v1, even if opponent does not search his library, because you can run it with Path to Exile and Ghost Quarter. Those cards become amazing if the opponent cannot search his library for a free land afterwards! However, that strategy is much better in 1v1 than in multiplayer. A lot of these card choices depend on the format.

Second, I might reconsider Leonin Arbiter now. I didn't thought about making them search their library, that's clever.
And do you know if some of these cards have been reprinted or another card with similar effects? I don't want to sound superficial, but I don't really like the old card design, and I find it weird to have a mixe of old and new cards. Beside, I don't think they have them at my local store. That said, some seem really good and I'll consider them anyway. Thanks again!
Vryn Wingmare seems Nice but I got one question about those "Noncreature spells cost 1 more", how can it be beneficial for me to make my own spells cost more? And I think I'll add some Crystal Shard, might be very useful

Build your deck to be almost entirely creatures. It makes traditional counterspells, equipment, planeswalkers and the like far less effective, and is pretty brutal against storm style decks as well if you can get it out early enough.
It would be amusing to tax your opponent's very first spell with chancellor of the annex. Might not make the cut at seven mana, but it's something else that just came to mind.
Also in regards to suppression field, it's great but it doesn't have good synergy with Spiketail Drakeling or Judge's Familiar. If you're running it, you may need to minimize your own activated abilities so you aren't punished by it.
Yeah I'll have to think about that but taxing my opponent's planeswalker seems so fun! And about Chancellor of the Annex, I might very well add at least one because it's a great creature and if I build my deck well, it's cost should be reduced enough to cast it.

I like Slow Motion and Rishadan Cutpurse.
Also Web of Inertia + Rest in Peace is fun little combo.
There's also Crystal Shard and Erratic Portal.
Aven Mindcensor is also often played in a taxing deck.

If you want to tax planeswalkers and fetch lands (and anything else with an activated ability), there's Suppression Field. Check out this sweet suppression field armageddon deck over on the source. It is in no way budget, but it's a good read.
