Obviously I think ill need to drop the shrines to 3 each. Since they're legendary I don't want to get to many dead draws.
I was thinking of going with some sort of emerge deck using something like It of the Horrid Swarm to keep the token component alive. The other two shrines will give me incremental card advantage through draw and forced discard.
Reducing the total number of shrines is fine as long as you build in ways to dig or tutor for them. Cards like Kruphix's Insight or Commune with the Gods are a couple recent options that can help. Though, since you're running blue, you could also run something like Impulse.
Paradox Haze can multiply your shrine activity and plays fine in multiples. You could use this to shore up the total 'shrine' count after you cut some of the actual Legendary shrines.
If you do like the enchantment digging options, you could fill out some more of the deck with defensive enchantment options. Things like Grim Guardian or Propaganda.
How about staple a legendary heavy deck needs, Mirror Gallery. It will save you strife. Im assuming that you are playing budget so traditional fetchlands are not optional. I would add one or two more terramorphic expanses as more copies of the wilds.

Propaganda is a must for this deck. I almost went into white as well for Sphere of Safety so I'm glad there's a blue option near the same mechanic. I was toying with dig ideals as well I'm just worried about creatures for the most part. I feel like I'm gonna struggle to stay Ali e and get set up

For Mirror gallery, I would cut two Emissaries and then one It. Since youre playing casual maybe lands that produce more than one mana would be fun.

Well I already have opulent palace in the land base and city of brass to balance if I get stuck
I mean lands that produce more than one mana, also known as sol ring lands, I do not mean multicolored lands. if you have enough fetching, that could counteract taking some of your colored mana.

How about instead of the black shine, you use the red one? That one deals damage in case you cant churn out enough tokens.

Alright so I had a mini brainstorm. Drop black altogether it's not really helping me out. Upping the use of blue so I can flicker for creature tokens with cards such as catacomb sifter. I just need to find more cards that have that kind of effect so the flicker will work and producing more tokens. So I would need some help in that area. I've tried to do a card search 50 different ways and am finding nothing. I'm sure there are some legendary token producers on play. The heavy green base will give ramp to get up a bit faster. Thoughts?

So I am a bit unsure what you want token wise. Do you want an effect like doubling season where it doubles the tokens put into play or something like second harvest? Second harvest would be best due to the use of the green shrine.
Anyway, I dont think that the problem are flicker effects but you need to ramp up. Atm, you have 15 5 drops and this is problematic. Ramping is the best. Something like sylvan scrying and overgrowth are enjoyed. maybe one or two mana dorks, but thats it.
Also, dont use city of brass. Swap it out with mana confluence as people can tap the brass to ping you.

I like the second harvest approach much more than anything. I threw in elvish mystics in order to run more ramp. I also found a good number of catacomb sifter type creatures. I'll share an updated list soon

Alright here's my final run up. I kept city because I already have the $$ invested but I'll switch out eventually. I put in 2 overwhelm as finishers and 2 second harvest for almost the same reason. I cut flicker to 3 for the fit.
I play tested this last night for a bit and after turn 3 this really starts trucking. I flooded the board with tokens and flooded the enemy with direct damage. The card draw kept my mana on par.
I may cut the two essence harvest eventually for another token producer or a pure blocker. That just depends on survivability going down the road
So I really wanna do a tri color deck here B/U/G which is a trip I've never gone into.
