This is straightforward in principle: Drop some mana dorks, cast Plow Under or Stunted Growth on turn 3, then apply pressure. The rest is just elf stuff, focused less on making the best elf deck this can be and more on hanging in there while the deck's sorceries do their thing. Jagged-Scar Archers deals with fliers, and provides a solid wincon; Wellwisher helps survive in a race; Elvish Visionary digs a little; and Imperious Perfect is generally awesome.
Thoughts on how to better showcase Plow Under and Stunted Growth are welcome!
I'm not sure the extra acceleration from Heritage Druid is warranted; I'd rather ensure I have a stronger board state than rush to tamp down my opponent's board, especially in casual. Elvish Archdruid is a good call, but all my copies are tied up in my other elf deck.
Just running 12 Llanowars and flooding the board with them seems a bit weak. Why not use better mana elves and run some mana sinks? Priest of Titania and Elvish Archdruid will ramp you to 5 mana and higher without needing to cast multiple Llanowar Elves. Or turn 1 Joraga Treespeaker gets you to 5 mana on turn 3 all by itself, without any other Elves.
Turn 2 Priest of Titania / Elvish Archdruid into Turn 3 Plow Under / Stunted Growth. After that, Green Sun's Zenith and Chord of Calling give you access to a couple tools:
Ezuri, Renegade Leader = protection and win condition once you have a mana engine online and have screwed over their draws
Reclamation Sage + Wirewood Symbiote = answer enchantments and artifacts
This is just an example. There are a lot of different toolbox tools you could use. But I think Green Sun's Zenith / Chord of Calling is the way to go to give you access to whatever tools you need. They can find mana Elves, a win condition, a draw engine, protection, recursion, removal, more bodies, or whatever.
Here's a first draft:
4 Elvish Mystic (1)
4 Elvish Visionary (2)
4 Fyndhorn Elves (1)
4 Imperious Perfect (3)
4 Jagged-Scar Archers (3)
4 Llanowar Elves (1)
4 Wellwisher (2)
4 Fallow Earth (3)
4 Plow Under (5)
4 Stunted Growth (5)
20 Forest

These are the decks that I have constructed, and are ready to play:
01. Ankh Sligh to be exact.
While I'm leaning toward Visionary to synergize with other elf cards, Harmonize is definitely worth looking into.
Wow, that's brutal! Pretty much wins the game right there. Might be too cruel for casual... but definitely tempting.
Thanks for the suggestions!

EDIT: You could even include 1 Acidic Slime and 1 Brutalizer Exarch as tutor targets to punish even more of their lands. Or Gilt-Leaf Archdruid...
