OK. This deck has a ton of problems, the biggest one is that it's really bad. And lacks enchantment/artifact hate. And is completely unpredictable. I don't know if the deck can get fixed.
First of all, Tibalt really really sucks. His loyalty starts way too low and his +1 ability is way too painful, due to the random discard. In fact, random discarding did terrible in playtesting.
(Note to self: play more random discard against my opponents instead of against myself.)
Then reckless wurm. What looks good in theory ("red UG madness") doesn't work at all here. The problem is that I need to pay mana to discard stuff, and it is simply too hard to get the mana needed for the madness cost too.
In short, I'ld like to overhaul the whole strategy and get rid of Tibalt, Hanabi, Reckless Wurm.
I'm currently contemplating something like this, but the difficult mana cost for Malfegor scares me:
I think the intent for Tilalt was to be a burn's Planeswalker but the random discard is too much of a risk (not to mention if he had an opening it was closed with the introduction of Eidolon of the Great Revel)
As to make the deck work... sorry, I tried a dozen of times the random discard effects is too unpredictable to make a deck out of him. You might have a better chance to play one Tilalt in a burn deck.
Mardu Tibalt. Unburial Rites and Sun Titan. I ran that in Standard and it worked really well.
I'm considering getting into Modern and for some reason I'm thinking Green/Eternal Witness to either get a card discarded at random back, or just to get another use out of the discard itself (Lotleth Troll and Bloodghast just seems really amusing considering the potential of discarding multiple times and recurring endlessly.)

(I only have three Squees but I can get a fourth one.)
Edit: I'm thinking about adding some single-use mana fixers, like chromatic sphere.

Faithless Looting is probably the best red draw/discard enabler. Burning Inquiry, Goblin Lore and Control of the Court are up there too.
Now, as for what you do with all that looting? You could turn it into a Dredge or Reanimator deck.
