I guess there is no mandatory library search. If there is, that'd be awesome.
Cards with mandatory searches do exist but they are few of them. One card which comes to mind is Collective Voyage. Each player must search their deck, even if X=0. Collective Voyage can do a bit of damage in multiplayer games when there is a Ob Nixilis, Unshackled out.
As I understand, when X=0, each player must search their library for up to 0 lands, and put them onto the battlefield tapped. It's always a good idea to double check with the Magic Rulings subforum which can be found here: http://www.mtgsalvation.com/forums/magic-fundamentals/magic-rulings
Those are some nice Wizards and mill cards. At some point, the mill cards will detract from the Wizard theme of the deck, and vice versa. I think the mill and Wizard parts of the deck would both be much better if they were two separate decks. Ultimately, it's really up to you to decide the balance between the mill and Wizard elements of the deck.
Note that Dream Salvage won't combo with mill effects. Dream Salvage is only useful if the opponent discards cards from their hand.

Well, everyone has an image for his own decks, right? For me, canonical blue deck consists of Human Wizards and milling magic (twisting, copying, denying, redirecting, destroying the library, etc.). Yet I see already that wizards are less presented in good mill deck, nothing to do with it. Still pure magic flavor though.
About the balance - the deck should be profitable, right? If I come to the club/tournament, I have to be sure the deck have a strong chance of winning no matter what deck I play against. I'd really appreciate if you helped me out with it, I want to have at least once decent deck.
I could drop all Sage of Epityrs out and add Halimar Depths. Maybe Vedalken Aethermages too, I don't know if I need that wizardcycling so much, since I focus on milling spells, not creatures. Do you think it will be good?
Do you know any other legendary (or whatever) creature to swap Arcanis the omnipotent with? He is good but at the same time - useless.
Also, do you think it'd be good to add Peek or Gitaxian probe for milling control (Jace's archivist)? If so, instead of what?
1) If I exile any counterspell with Elite Arcanist ability, will I be able to use it during opponent's turn? Counterspell is an instant.
2) If a counterspell I exiled with Elite Arcanist get's "banned" by, for example Nevermore, can I cast it? Technically, I use an ability and not casting a forbidden card.
1. Abilities can be activated at instant speed unless otherwise specified. Even if arcanist somehow exiled a sorcery (it can't) the sorcery would be cast at instant speed with the ability.
2. In magic, "can't" overwrites "can" in all cases. Arcanist just gives you the ability to cast the exiled card. Nevermore then prevents you from doing so. If arcanist put a copy of the spell directly onto the stack without casting it, it would get past nevermore, but it specifically says "cast".

Collective Voyage + Archive trap isn't that great unless you can play multiple Archive trap in the same turn. A Collective Voyage + 1x Archive trap requires 2 cards and only mills 13 cards. In comparison, 2x Mind Sculpt would mill 14 cards. I suppose you could assemble a combo of Collective Voyage + 4x Archive trap, using tutors like Trapmaker's Snare, Merchant Scroll, and Mystical Tutor.
I guess I will take Minds aglow instead of Collective Voyage. Are you sure that 0 mana makes 0 cards search and that triggers free Archive trap mana cost?
I was thinking of adding Snapcaster mage and Teferi, Mage of Zhalfir instead of Zurans and Owls, probably Visions of Beyond, Dream Salvage, Dreadwaters, Evanescent intellect, Telemin performance.
Found awesome cards: Sanity grinding, Forced Fruition, Increasing confusion.
