Adding 4 Veteran Explorer. This thing can provide a chump and let us make use of more basics so that we're playing fast enough without having to pay life for access to our dual colored lands. Ramping out two lands from a block seems powerful here. Removing two Sylvan Scrying, since we can get the acceleration effects through Explorer and Oracle.
I'm going to try my hand, though I will say one thing: the OP should state the colors in the opening post. when I saw "temur" I didn't know the color scheme.

i'm going to add 2 Spreading Seas, it messed with the enemy mana base, gives us an island on their side for our island walk, and the best part is, it replaces itself! That draw will trigger lorescale, sweeeeet.
And...adding our snake lord. Between Vet, Sakura and Oracle, we should have enough ramp to get him out. It looks like our game plan is to gum up the ground with rampers early on, disrupt with Mystic, and then get further value from Mystic Snake with Seshiro's abilities. So, we're hoping to use Intet to easy-cast Prophetic Bolt?

Vet is the best ramp we've got for this deck, especially if we want to take advantage of Mystic Snake early on. I would say Ohran Viper is the best of the three that you mention.
i think that because we have lorescale and draw is so important, i'm going to add 3 Distant Melody. hopefully this draw is powerful enough in this deck.
In regards to Roar of the Crowd, wouldn't Mob Justice or Massive Raid be just as effective? we haven't any "Tribal-Snake" stuff, so I'm adding two Massive Raid to get some extra damage output in here, as our snakes without their lord aren't much of a threat.

Okay, we're close to beginning the cutting phase- so i'm going to begin some preliminary cutting.
Voting out one of each of these 3-ofs:
Lorescale Coatl- this guy is a solid creature, but is more of a build-around, and we don't have a lot of draw power to gradually build him up- and we haven't anyway to protect our snakes.
Seshiro- as a legendary, we don't want to clog our hand with one already on the field.
Distant Melody- definitely a late game card when we hope to swing with the Coatl.
I'm half-tempted to vote in one more of of Mystic Snake and River Boa, but holding back on that.
