Since both cards are enchantments and are relatively cheap, I wanted to create a Honden + Genju deck, I'm not completely sure if this is viable or not though!
Back in the Kamigawa-legal Standard, I tried creating a Honden-based Enchantment deck as well. I ran the (kinda) funky card Mirror Gallery so that I can play similar Hondens at a time. I used cards like Ghostly Prison to stop Creature swarms and board sweepers like Pyroclasm and Wrath-effects (ex. Wrath of God, Day of Judgment, Supreme Verdict). Just stall them long enough until your Shrines can take over
Being a 7-to-cast spell, you'd want to power out Enduring Ideal ASAP. What I had before was Signets, Pentad Prism and Seething Song to help me cast it as early as turn 3 or 4.You might also want to cut down on the number of the Blue Honden since you really can't play any other spells once Enduring Ideal resolves.
The deck's alternate win condition (aside from killing them with the Red Honden or through tokens from the Green Honden) would be from Form of the Dragon paired with Zur's Weirding . Zur's Weirding lets you see what your opponent will draw and prevents them from finding an answer to your shrines.
For the manabase, you can try to utilize the Guildgates from the RTR block if you're concerned about the budget
I've been trying to make an shrine deck I'd be pleased in for some time now. Instead of having excess copies of shrines or mirror gallery, I plan to go the Paradox Haze/Copy Enchantment route. I'll share my preliminary list later today, when I'll have access to my PC.
As much as this pains me, I would take out Tilling Treefolk for some more tutors. I see what you're trying to do with it, but it's unnecessary, since lands are abundant.

Well, Earth Surge might be a fun time, being essentially a Genju-Lord. I would include more cards like Sterling Grove, such as Enlightened Tutor, Idyllic Tutor and maybe like a Preordain or Compulsive Research. For the lands, something to help fix, like Gemstone Mine or Rupture Spire would be beneficial, I believe.
