Awesome, I wasn't expecting to pick a second card for awhile, so this is a nice surprise. Tempest was always one of my favorite blocks and one of my first decks was built around Shadow creatures (Since I didn't quite understand the rules for blocking, why not just avoid it?). When Time Spiral came out and Stronghold Overseer was previewed, I fell in love instantly. I never did get around to building a deck with him, so here's my chance.
However, the Shadow mechanic isn't exactly the most multiplayer-friendly ability, but that's where you guys come in. Let's see if we can come up with a way so I can rock face with my favorite Demon.
Additional Rules:
1. Legacy Banned List. Our house rules.
2. Try to keep the budget around $50 or so. I'd like to try and build this deck, depending on how it turns out.
3. Design for Multiplayer. My main format of play.
Cabal Coffers is good but Magnet Man said he wanted to build this deck himself for less than $50 and Cabal Coffers cost like $25 for a playset plus they really need a couple of Urborg, Tomb of Yawgmoth too really work right which is another like $20. So I'm gonna vote against Cabal Coffers on the basis that it's too expensive for the deck.
we can either make this a straight black deck, a :symw:/:symb: and throw in some Soltari; or :symu:/:symb: and throw in some Thalakos...
we could do both, and just run heavy Shadow creatures...
though, for now- 2 Dauthi Embrace... turn other [hopefully non-Eldrazi] creatures Shadow, and just go knockin'.

Added 4 Dauthi Cutthroat and vote to include 2 more Dauthi Embrace. Those cards together basically read: "1BBB,T: Destroy target Creature."
Also allows for more shenanigans with the overseer, e.g. in a free-for-all, two opponents are fighting - why not just give some of their creatures shadow AND pump them with the Overseer? This would totally uneven any kind of fight.
Exsanguinate is restricted in my playgroup, but for GMAD here and the mono-black shadow aggro we have right now, I would advocate upping the Exsanguinates to 4. We can't block squat so we'll need to cast the big x spell early and not just as a finisher, the mid-game life gain should be very useful in MP.
Dauthi Embrace is gone so vote to ditch the Cutthroats as they make no sense now.
4 Cabal Coffers is a bit much, vote to remove 1 as well... So enough votes to reduce it.
My budget addition will be a little equipement that loves shadow creatures: 4 Mask of Memory.
Using this equipement would also help us dump the Overseer in the grave if we decide to go for some reanimation. The Mask goes well with Nether Traitor also.
With 4 Masks and 4 Syphon Minds I think Arena would actually be overkill, so vote to remove it.
Primary and only casual rule: "any rule that is fine for the most part of the playgroup, is a fine rule". So any further thread with: "if somebody uses/does .... in a casual game, is it ethical/ok?", read the answer above.
- Being a "Johnny/Spike" means you like self-torture. You win often in casual, so everybody hates you; you loose often in competitive, so you hate yourself.
-4 Dauthi Cutthroat: Without Dauthi Embrace this doesn't really do much and I don't see myself running into another Shadow based deck.
-4 Dark Ritual: Powering out a big creature just to have it destroyed isn't worth losing a card. I think we can find something more consistent to use in this slot.
-1 Cabal Coffers: No doubt this card is amazing, but multiples eat up my budget pretty quickly. If we run 2, then we can still use cards like Expedition Map or Beseech the Queen to find them.
Voting to:
cut Dark Ritual. terrible here. get the fatty in play on turn 4 just to see him terminated? No. Waste of a card.
cut Dauthi Cutthroat. Now useless without Embrace.
add 2 more Exsanguinate. I agree with fdtori
voting to cut Phyrexian Arena. As much as I love it, we don't need 10 slots for draw.
Dark Ritual only had 2 votes against it, so correcting that in this decklist.
Voting to keep Phyrexian Arena, and voting to cut 2x Mask of Memory. I'll take consistent card draw over conditional card draw any day. Also voting to remove 1x Cabal Coffers, because having too many without Urborg is counterproductive. That leaves 1 vote to remove the other two.
If we're going to keep it mono black than Bad Moon should seriously be considered.
Voting against adding more Exsanguinate, I think two is enough and weakened with less Cabal Coffers in deck.
Magnet Man, how many people are in your play group? Because if it's a small group of only 3 or 4 people than Syphon Mind isn't as strong and should probably go, where as if it's a large group of five plus it should definitely stay.
Vote against Dark Ritual, not that good in multiplayer.

Adding three copies of No Mercy as it serves to make people not want to attack us, very strong card in multiplayer.
There are actually three votes to remove two Mask of Memory so removing two of them. I'll vote to add two more Tendrils of Corruption because were gonna need the life gain.

Adding caged sun - this is mutliplayer- we need to chose between caged sun and gauntlet. I think the sun is better for us.

@christinaj: I usually play with 2-3 other people, so at max, I'd expect 4 people in a game.

-4 Dauthi Mercenary: Not needed in the deck. We'd rather use the Overseer to pump all of our creatures rather than just one.
-2 Syphon Mind: It's good to have for the draw, but like I mentioned, often times it'll only be a "draw 2" spell.
-2 Gauntlet of Power: I'd rather spend the extra mana to ensure that only I get the effect. Plus, Caged Sun only costs about half as much, money wise.
-1 Caged Sun: Perfect for this deck, but it does cost a ton to play, so I think we can safely run 2.
Adding:
3x Beseech the Queen: Early game it can grab Coffers, late game it can find whatever else we may need. Works great if we add in a couple more singletons like Basilisk Collar.

- A vote to keep a card cancels a vote to cut a card.
