As some may know, or very well guess, by my username, My favorite creature type is Dragon, and as such, I am always trying to make cool decks with them, explore their uses and really just appreciate how cool they can be. Now of course, dragons being my favorite creature, the best block of Magic released for me was Khans/Dragons of Tarkir, and as such I am always on the lookout for decks that are themed around cards from these sets. I did happen to find a number of decks around mostly Atarka and Ojutai, but one piqued my interest: Dragonlord Kolaghan.
Luis Scott-Vargas created a Kolaghan Rakdos Midrange deck around this magnificent creature...,er... however it is quite an old list. I was hoping to get some help and suggestions on how to improve an update this list, whilst keeping it a little more, budget friendly. We don't all have a spare pair of Thoughtsieze just lying around Luis!
Anyway, here's the decklist, I'll keep trying to improve on it, and I appreciate any feedback/suggestions!! Thanks!
What is the average number of players in your games (please specify if you're including yourself)? What is your primary format and do you employ any special rules (FFA, 2HG, Emperor, only attack left/right, etc)? Do you have reasonable access to cards? That is, are you in a position to order from TCG or visit a relatively stocked LGS or do you have limited access to cards?
Ok, The most common number of players in our playgroup is 3, including me. We play without the legendary rule, and the min cards of a deck is 60, not 40. As far as special rules, FFA, with about 5% of games being 2HG, so I tend to ignore 2HG and aim for a functional FFA deck
I have fair, but not great, access to cards from reasonably stocked LGS. I would put my level of access at about 85% of cards. Most often, as a side note, I will not get cards that are too expensive either. Anything over ten bucks a card seems too much in my eyes, which is why I am always building rather budget decks

The other Opponent also has two favorite decks: The first is a G/W Life gain creature-heavy deck. It uses creatures that give him life, as well as things like Fog and Defend the Hearth to stop others from dropping his life total. It is slow to start, but make up for it, as it almost always has a way to recover from a huge fight.
The second deck is a G/B Deathtouch/golgari graveyard style deck. It uses a massive number of small Deathtouch creatures such as Leyline Prowler and Deadly Recluse to discourage attacks and uses Recollect, Disentomb and Rabid Bite to get creatures back as well as remove the more dangerous foes it faces.
So there you go. THAT is all the considerations I had to make/have to make while making this deck. Hope it all is helpful!

Given what you've stated you probably want to move away from the Dragon Fodder, Hordeling Outburst, Stoke the Flames and Sidisi, Undead Vizier package in favor of something more powerful and controlling. I like Goblin Rabblemaster because he's great at pressuring PWers and forcing Fogs but the overall token theme isn't where I'd want to be in a world full of big blockers, PWers, ramp, etc. Your cards won't have enough impact on the game to reliably close them out since far more often than not you'll get out-scaled by the players going over-the-top of you.
I'd start with a full playset of mana rocks such as Rakdos Signet to give you some extra speed + consistency and support those with 1-2 sets of versatile removal spells like Angrath's Rampage, Dreadbore, Bedevil, Hero's Downfall and/or Vraska's Contempt that can deal with large hydras and planeswalkers. Depending on how creature-focused the opposing decks you could also run a couple of cards like Sweltering Suns and Crux of Fate or simply ignore those if you don't expect them to be useful.
Where you play 2x Murderous Cut I would play 1x Murderous Cut and 1x Magmatic Sinkhole because it kills PWers like Jace and Viven after they come down and tick up. Unchecked PWers can run away with games so I like having options against them and Magmatic Sinkhole will already kill most of the same things as Murderous Cut.
Lastly, I recommend jamming a few copies of Gonti, Lord of Luxury because he trades with Hydras, sucks to "fight," and can steal counterspells, PWers, recursion, etc. to give you some additional angles of attack. He's also a 4 drop that you're happy to slam on turn 4 (good blocker, resistant to removal, pressures PWers) which is always handy.
Unfortunately, of all things, My LSG is currently out of stock on Rakdos Signets, as well as most of the Planeswalker/creature removal you suggested. I can however, get a lot of widespread destroy effects, a fairly good substitute for Hero's Downfall in Ruinous Path (note, I said "Fairly good", as I am aware of the instant/sorcery difference) and some fairly good Burn spells/opponent sacrifice effects.
I do wish this was not the case and I could get all that you suggested, but bad luck I guess. I do notice the deck becomes quite spell-heavy with all of this. Do you have some suggestions for creatures? I drop Goblin Rabblemaster as I agree with you, that is might pressure opponents into using their Fogs, but what to replace it with, I am unsure.

Just so we're on the same page I said that I liked Goblin Rabblemaster because he pressures players trying to ramp, kills PWers and forces Fogs. I never suggested cutting him. The cards that I don't like are Dragon Fodder and Hordeling Outburst because they're too low impact.

One opponent uses a Gruul Ramp Hydras, and his best plays are things like double Gargos, Vicious Wathcer into, well, pretty much any hydra. His second deck is Simic ramp/counters. He has substantial counter spells, but does not focus exclusively on them. It Has two Vivien Planeswalkers and Two Jace Planeswalkers, so you can imagine it can be a pretty painful deck to play against. Jaces: Jace, Architect of Thought & Jace, Wielder of Mysteries. Viviens: Vivien, Champion of the Wilds & Vivien, Nature's Avenger. Warning, One of these decks holds an Archetype of Endurance, I imagine it is the Simic deck, And I know that same deck also holds an Archetype of Imagination

Where you play Draconic Roar I would play some combo of Lightning Bolt, Liliana's Triumph, Cut // Ribbons and Plaguecrafter. I either want the hyper-efficiency of Bolt (and the fact that it can PWers) or I want something more global in nature.

I do wish this was not the case and I could get all that you suggested, but bad luck I guess. I do notice the deck becomes quite spell-heavy with all of this. Do you have some suggestions for creatures? I drop Goblin Rabblemaster as I agree with you, that is might pressure opponents into using their Fogs, but what to replace it with, I am unsure.

Creatures that I do like include things like Dire Fleet Daredevil, Gonti, Lord of Luxury and Olivia Voldaren.
