This card is unbelievably broken and will be an absolute staple going forward. It's one of the most mindlessly powerful cards that you could possibly include in decks capable of producing White mana and I'm already envisioning stupidly busted things to with it.
I'm also loving this card in every form of Stax/Prison/Denial deck under the sun. Winter Orb, Stasis, Death Cloud, Armageddon, Smokestack, Wildfire, Upheaval, the list of absurd synergies goes on and and on. How in the world are you supposed to beat someone who goes turn 2 Mind Stone, turn 3 Smokestack, turn 4 Smothering Tithe? They can immediately set it at 2-3 counters (saccing treasures as needed) which is GG. Death Cloud same thing. Turn 2 ramp, turn 3 Tithe, turn 4 Death Cloud for 4-5 to all-but end the game on the spot. It's also ridonkulous with Stasis-like effects (think Overburden and Desolation as well) because suddenly you're not gated by things like land drops and untap steps when you're mindless spewing infinite mana onto the table.
This card is also stupid in Control decks because (much like Teferi, Hero of Dominaria) you don't have to lower your shields to cast it. You'll have at least 1 mana to work with on the following turn which is enough to cast things like Swan Song and Flusterstorm if needed. Next turn you're already at Counterspell/Mana Drain mana which should leave you relatively safe. From there you have (more-or-less) infinite mana to work with and so you can counter/kill relevant threats while fueling things like Sphinx's Revelation as you go. Normally Rev is a turn 10-12 card but with Tithes you can shave that in half because come turn 6 you can already EOT one for 7-9. Unreal!
Moreover, this card doesn't even need synergies to feel utterly absurd. Imagine a Thran Dynamo that produces mana of any color that also has a "Storage Land mode." Unspent mana builds up over time meaning that you can slam your 12 drops on turn 5-6 if desired. So even if you're not playing a combo, prison and/or synergy-driven archetype it's still one of the best possible turn 3-4 plays because it lets you do bigger + better things faster than your adversaries. There's nothing wrong with a turn 4-5 Elesh Norn, Grand Cenobite or Avacyn, Angel of Hope so even as a generic ramp spell the card is bonkers. I'd also like to add that it enables for easy splashing, especially in lists that feature 4x Exotic Orchard and 4x Fellwar Stone. That already gives you 12 ways to produce all 5 colors and Fellwar Stone gains a ton of value when your deck has powerhouse 4 drops such Smothering Tithe. This means that you can mindless build 3+ color "ramp" decks without even allocating many deck slots to actual ramp spells.

Couldn't agree more. As soon as I read it, my first reaction was "... that's ridiculous".
So I guess it's probably even worth running Mikokoro / Temple Bell next to, simply because this card makes them so much more one-sided? Iunno... so many busted things you can do with it.
Another thing... this should turn on Metalcraft pretty quickly...
If you want to move away from pure Control and more towards combo then you can add things like Waste Not, Windfall and Whispering Madness over the other draw spells.
These decks are also very malleable. If you need more removal, you can shave things like Tithe and draw spells for another set of Wraths. If you need more permission, same thing, you can shave draw/removal/Tithes for additional permission and/or Boseiju, Who Shelters All/Defense Grid style effects.

In terms of "utterly busted" this card is similar to Waste Not with respect to its interaction with Wheels. After all, assuming a 4 player game every Windfall is extremely likely to produce ~18ish mana of any color. That will not only enable you to play additional Wheels but also every other spell that you draw alongside them. From there you can win with any Storm-based finisher, Cut // Ribbons, Mnemonic Betrayal, Yawgmoth's Will, Aetherflux Reservoir, Emrakul, the Aeons Torn, you name it. Toss in Recoup/Past in Flames as needed to avoid binning your win condition by accident. They don't even have to spells that you could reasonably cast as even the mighty Progenitus is trivial to slam at that point. So I fully expect to see this card paired with cards like Waste Not, Spirit of the Labyrinth, Leovold, Emissary of Trest, Notion Thief and Alms Collector alongside a slew of Wheels such as Winds of Change, Prosperity, Trade Secrets, Wheel of Fortune, Windfall, Dark Deal, Molten Psyche, Whispering Madness, Khorvath's Fury and The Great Aurora in degenerate combo decks.

It also creates throngs of artifacts to fuel your "artifacts matter" payoffs. Goblin Welder, Reckless Fireweaver, Treasure Map, Mechanized Production, Karn, Scion of Urza, Daretti, Scrap Savant, Krark-Clan Ironworks, Thoughtcast, Kuldotha Forgemaster, Revel in Riches, Herald of Anguish and more are primes examples of cards that massively benefit from having 3+ artifacts created per circuit. So not only are you swimming in colored mana to cast your spells but you're also fueling a slew of powerful engines to seize control of the game. If that's not a winning combo then I don't know what is.

The Counterspells could be any combination of Counterspells. So Pyroblast, Negate, Swan Song, etc. would all be fine.
Sublime Exhalation could be any combination of mass removal spells. Massacre, Pyroclasm, Toxic Deluge, Radiant Flames, Sweltering Suns, Supreme Verdict, Wrath of God, Damnation, etc. would all be fine.
Good alternate win cons are things like Luminarch Ascension and Exsanguinate. Exsang + big mana is always sweet.
