First I would like to apologize in advance for any incorrect formatting. Can someone link a post stating how to properly post deck lists. Second, This deck is being played in a Magic League my friend and I have created. The league consists of six players who started with 50 something booster packs spread across Khans, Fate, Dragons, and Core 2015. Each member will receive additional booster packs each time we play. The players can trade cards within the group, but no outside cards may be used or purchased. The deck I'm posting is intended for casual multiplayer of 3-6 players. I'm not very fond of the outlast mechanic because it is slow and weak. However, what is done is done and I now intend to optimize what I have.
Main questions:
1. What should my land/creature/non-creature spell ratio consist of to make Jeskai Ascendancy worth playing?
2. How to optimize this deck implementing a rattlesnake method of defense while growing the outlast creatures big enough to win?
3. How much counter magic to avoid wrath effects?

4x Rares/Mythics are most likely not obtainable due to the limited nature of the League
I haven't found any better lands yet. However, more Khans packs will be opened for the next few weeks.
1. Personally I would cut down to 24 lands but 16 spells is more than enough to make Ascendancy work. I realize that you want to activate Outlast and cast spells (which is mana intensive) but at the same time I expect games to be very slow and grindy. Since you don't have much actual card draw in your list flooding is a serious concern and it's not as though you amazing lategame manasinks. If you had some Duneblasts or whatever, sure, go for 25, but in a MP format where you get a free mull, you're always on the draw, games run long, etc. I would cheat on lands as much possible.
Out of curiosity, why no Treasure Cruises? The card is a common and it makes Jeskai Ascendancy absolutely insane. Personally I would be playing 4 alongside that Dig Through Time and just out-card the rest of the table.
2. Size. Since you've asked that we don't suggest rares/mythics it's extremely difficult for us to help you "optimize" your deck but in general you should strike a balance of "big dumb fatties" with "outlast bombs." Right now you have nothing but Outlast creatures which are mana intensive, weak on curve, bad blockers (you want to tap them on your turn after all), etc. and my advice would be to cut ~4 of them for generic fatties. I don't mean 8 mana 8/8s or whatever, just generically large creatures who make good blockers. They could be 3 drops, 4 drops, 5 drops, whatever. You just need some actual meat that can buy you the time that you'll need to lean on your Outlast critters.
3. Cut the Force Aways if you want to make room for Countermagic. You could also easily stand to lose a Reality Shift and the Kill Shot + Turn to Frog aren't stellar by any means. There's plenty of ways to make room for 2-3 Counterspells and preferably some more reliable hard removal. That being said I still don't understand why you wouldn't playing Treasure Cruise in a Jeskai Ascendancy deck, that's a no-brainer in my mind, and since the Countermagic in Khans is crappy anyways I would just jam a ton of Cruises in this badboy and beat Wraths with card advantage.
Thanks for the reply. To clarify, I'm not against recommended rares/mythics. I just won't be able to obtain a play set of rares/mythics. I do like the idea of treasure cruises. Currently my other deck in the group is using the treasure cruises I own. Not a bad idea to get more though! Thanks!!

Out of ~50 boosters I'd expect a ton of them to be floating around so you can probably pick them up for free from your friends. It's not as though the card is worth anything money wise.

How many Citadel Sieges can you get your hands on? That's one of the strongest Limited cards in the cardpool and works extremely well with your gameplan. I would love to slam of those in this thing.
