I have a simple request from Mrs Bl00m... resurrect the Angel deck she first learnt to play with.
Ah, but there's a twist! That deck was built for a specific format our playgroup had devised - every card in the deck had to be related to a particular tribe somehow, or only be a singleton. Good clean fun, and the deck worked somewhat well in the format, but man, can we take it to another level now that I'm outside of those constraints!
The original deck was mono-white, but I suspect I will have to stray into a second colour now in order to make the card draw good enough. About the only mono-white option I have available to me for this is Well of Lost Dreams (and I'm sure there are ways to make that work with angels, but I will probably be able to find more efficient ones by adding a second colour).
The original deck rocked playsets of Battlegrace Angel and Guardian Seraph, and also had single copies of Akroma, Reya, Radiant, Luminous Angel and Admonition Angel. I'm not wedded to any of those in particular, but I think it's probably worthwhile keeping Akroma, Reya and the Guardian Seraphs on board at least (the Seraphs are a pretty good early drop).
Obviously, Avacyn is out of budget. So too is Sigarda, I suspect, if we stray into green. If we add red, I could probably have my arm twisted to include two Giselas and an Aurelia that are currently having fun in my Wave of Reckoning deck. If you want to go the whole hog and push me into Mardu, I do have a Kaalia of the Vast (and I think also a Desolation Angel and Crypt Angel, if they're good enough).
So how would you make an Angel tribal deck rock? I can see the copies of Herald of War already, I suspect...
My wife plays a R/W Angels deck using Soul Sisters, Emeria Angels, Angelic Skermishers, Archangel of Thunes, Aurelia, a couple Giselas, Avacyn, and Assemble the Legion. Originally the thought was to use 4x Well of Lost Dreams for draw, but the 4cmc spot was really crowded, so she uses 2 wells and 2 browbeats (it often works in our meta, ymwv). It's pretty strong... Obviously it's not strictly tribal...

Ideally, I think I'd like this to at least be something a little more interactive than "make it to six land, start dumping fatties".
So I'm leaning towards a Mardu build, thanks to Kaalia. That said, most of the creatures are going to be white. It's just a matter of the support we want. I suspect the card draw will be black (hello again, Syphon Mind!), and that colour also gives me Cairn Wanderer, who I had forgotten about completely ("Oh, finally managed to kill Akroma, did you? Guess I'll have another one for 4B...").
Lots of good options for creatures, but they're all pretty fat. We're going to need some ramp in this deck for sure. Signets? Sol Ring? Anything else obvious that I should be thinking of?
Okay, absolute first cut at a list. This is mostly based on what I have lying about, or what is easily gettable. It still feels a bit clunky, but at least it ramps, and can recover from removal. Might need a bit more card draw, though.
I tried out Emeria, the Sky Ruin, but it's a bit unlikely to go off given we're in three colours, and I've got a fair amount of recursion as it is. I have more Voice of Alls if they are better than some of the other options I have tagged. I also note that Angel of Serenity is mighty cheap these days...
Since there are so many 1-ofs, why don't you just play Kaalia EDH?
She makes a great commander and the deck is a very fun way to deploy big Angels and other fatties efficiently. It also means you won't suffer from consistency issues, whereas with a regular 60-card constructed deck most people will have 4-ofs and your deck will be more inconsistent with just one copy of random things. Commander is a great format to let you try out different fatties that you want to throw in just because they are in your collection and seem like good/fun cards.

Ok ok. Maybe the Desolation isn't that handy. But that's just what I could add from the top of my head.
My meta: 3 or 4 player free for all, anything goes but boring games or broken decks cause a vote to end that game.
